Position Summary:
The Operations Manager will be responsible for oversight of the finance, grants/contracts, administration, and procurement functions of the project through supervision and mentoring staff, including the Finance Officer, Logistics Coordinator, and Administrative Assistants.
Specific Duties and Responsibilities:
- Ensures efficient and safe functioning of the office
- Oversees finance, grants/contracts, administration, and procurement functions of the project in compliance with USG regulations (FAR, AIDAIR, ADS, etc.)
- Supports staff in budgeting and performing regular expenditure reviews of invoices, projections, and financial reporting
- Carry out responsibilities for procurement management, including ensuring completeness of procurement files, in accordance with Pact’s systems;
- Manage solicitation and procurement processes;
- Write Negotiation and Selection Memos in collaboration with Program and Finance team;
- Oversees closeout of awards, including: review of final award inventories, review of final financial reports actions are completed; and prepare property dispositions under contracts and grants received by Pact
- Ensures maintenance of administrative, financial, grants/contracts, and program records/files both electronically and, as needed, in hard copy
- Reviews current systems and procedures, and make recommendations to strengthen effective project management and compliance with USG guidelines
- Other projects and activities as assigned.
Qualifications, Skills, Knowledge:
- Knowledge of US regulations applicable to grants and contracts administration.
- Ability to exercise sound business judgment to wisely prioritize and successfully perform multiple and complex tasks.
- Ability to sustain interpersonal and professional relationships with internal colleagues and contacts in donor and peer organizations
- Ability to coordinate and manage team deliverables, provide supervision and mentoring to multiple staff
- Proficiency in word processing, spreadsheets and database skills
- Ability to promote compliance with policies and procedures
- Attention to detail
- Creativity and flexibility
Requirements:
- Bachelor’s Degree in Law, Business Administration or related field;
- Four (4) years of experience managing the award and administration of grants, cooperative agreements and contracts funded by USAID, other US Federal agencies, or international donors.
- Fluency in English and strong communication skills.
- Absolute integrity, highest standard of ethics and trustworthiness
