RESPONSIBLE TO:   Project Manager

 

STATUS (Full time, Part time, Temporary):  Full time

 

SUPERVISORY CAPACITY:  Field Supervisor, Finance Admin Assistant

 

 

 

Project Summary

The GFATM RAI contributes to the elimination of malaria in Thailand, as well as preventing the emergence or spread of artemisinin resistance in new areas, to make as large as possible contribution to the elimination of Falciparum malaria from the Greater Mekong Sub-region (GMS), and to prevent the emergence or spread of Artemisinin. This project is supported by the Global Fund to fight HIV/AIDS, TB, and Malaria, via principal recipient UNOPS. Specific project deliverables have been established in ARC’s performance framework.  Goal, objectives, and activities are aligned with the Greater Mekong Sub-region (GMS) Regional Artemisinin Initiative (RAI). 

 

 

PRIMARY PURPOSE OF THE POSITION

The Provincial Coordinator works under the direct supervision of Project Manager as an integral member of the project team responsible for delivering goal, objectives and activities under the Global Fund funded Regional Artemisinin Resistance to Elimination (RAI2E) on 2018-20. The Provincial Coordinator is responsible for directing, organizing and controlling project activities, managing the existing resources, communicating with donors/stakeholders whenever delegated by Project Manager as well as consolidating reports for submitting to Project Manager. 

 

 

PRIMARY DUTIES/RESPONSIBILITIES                                                                                               % OF TIME

1.Perform project activity implementation, coordination and facilitation:

    • Participate in malaria program activities with Provincial/District Health Office, Vector Borne Disease Center/Unit, Hospital and other key partners.
    • Conduct periodic assessment with health partners that regularly measure project performance toward attaining goals and indicators.
    • Counter check and validate data collection forms submitted by the Field Supervisor.
    • Implement all project activities to all stakeholders at all level from the province down to the community.
    • Ensure availability and distribution of LLINs to target population.
    • Oversee the implementation of community-based malaria activities, monitoring and evaluation, monthly staff meeting in Provincial level.

 2.Support Project Manager as necessary:

    • Support in the recruitment of Field Liaison Officer and Health Volunteer by tapping

the community and their leaders, employment offices, health facilities and any similar establishment to come up with a core group of candidates.

    • Assist in the activities of the Malaria Posts through coordination with the Provincial Health Office, Vector Borne Disease Center, Hospital and other key partners.
    • Assist in the development of training manual, behavior change communication materials and other tools which are essential for staff development and community based interventions.

 

3.Establish and maintain a standard and systematic recording and reporting system that will provide consistent, accurate and timely information

4.Submit monthly and quarterly program accomplishment reports, monthly itinerary and others to Project Manager in a timely and accurate manner

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED (List the important technical and professional skills and knowledge required to do the job well.  Include years of experience required.)

  1. Medical Doctor, Registered Nurse or Master of Public Health with malaria/community health interventions
  2. At least 3-year experiences in project management; experience working with international NGOs will be an added value
  3. Minimum 5-year experiences in managing infectious diseases in Thai-Myanmar is preferable
  4. At least 3 years experiences of resources management
  5. Strong Interpersonal and leadership skills, as well as a team player
  6. Able to handle work efficiently and accurately under time constraints
  7. Proven reporting skills
  8. Able to communicate in any migrant dialects (Burmese/Mon/Karen) is an added value

  1. Has ability to establish rapport high level government officials as well as with NGOs and other stakeholders
  2. Has decision-making skills that is most appropriate to specific situations and immediately, especially if required
  3. Has ability to manage staffs under the project and ensure good working relationship with and between staffs for a smooth implementation of the project
  4. Has the ability to develop implementation plans with logical framework as well as develop monitoring and evaluation tools and processes to ensure that set goals and targets are achieved.
  5. Can handle stressful situations without compromising the achievement of goals and objectives.
  6. Is well-versed with organization policies and can ensure compliance by staffs to established policies
  7. Is knowledgeable of basic computer software including word processing, spreadsheets, presentation utilities and other software that could enhance performance of functions
  8. Has ability to write documents and reports in English as it is the language of the funding agency

 

 

This position will be based in Kraburi distict, Ranong province with regular travels to Sai Yok and Thongphaphum districts of Kanchanaburi province.
