Position: YES! Programme Operations Manager
Assignment duration: 1 Year Contract with possibility for extension.
Duty station: Bangkok
JOB BACKGROUND:

The purpose of this position is to support the overall operations of the Youth Employment Solutions Team and lead the development and implementation of the YES! Initiatives Agenda. S/he will serve as the principal point of contact for operational management and guidance to defining expectations, deliverables and donor requirements. This will entail supporting the overall design, development, and particularly monitoring of Plan’s project level deliverables and budgetary expenditures including technical assistance and support to meeting donor requirements. In addition, the incumbent will promote organizational learning, facilitate new program development and resourcing, and provide operational guidance to scale up and sustain programs.
The Programme Operations Manager will provide oversight guidance for unit-wide program activities and ensuring relevant partners implement quality programs that are in line with Plan’s Program Framework. He/she will ensure that programs are evidence based, monitored and evaluated. He/she will also develop the capabilities of YES! Team and partners to support the achievement of operational and technical deliverables under the Plan’s regional and global agenda
TYPICAL RESPONSIBILITIES:
- Lead the strategic programme operations planning process and the development/roll out of team’s operation programs. This will include strategies, plans and oversight of advocacy efforts.
- Provide overall operational leadership, vision, strategic direction and financial management of related to YES! Initiatives.
- Provide strategic guidance for partnerships and/or contractors and also ensures identification and assessment of contracting entities for Plan ARO YES! Team. Key to work with contracting entities taking into account capacity, vision-mission, accountability, past performance, and contracting requirements.
- Articulate a strategy for operational excellence and ensuring accountabilities with grant responsibilities.
- Ensure high quality annual plans, regularly monitor the progress and ensure quality reports to donors, have a consistent approach to implementing the Programme Quality Policy standards of Plan.
- Ensure our work is accountable to children and other stakeholders through the establishment and management of effective accountability mechanisms and processes.
- Provide leadership to use financial and operational data for programme decision making, of commitment to management action on the findings of monitoring, and of listening to feedback from beneficiaries to inform programme development.
- Support Program Managers in achieving operational results and identifying and arranging training requirements.
- Ensure the provision of high quality operational assistance and capacity building to all projects and staff by managing all internal and external assistance.
- Supports the design and formal review of proposals/project documents to ensure they meet Plan’s program operational principles. Ensures gender equity is well embedding in the implementation of all programmes and properly accounted for.
- Review all proposals/project documents to ensure all submissions have measurable indicators and contain monitoring and evaluation procedures (evidence based).
- Ensure, through close collaboration with partners, the establishment and implementation of standards of accountability, effectiveness and efficiency in the achievement of Plan’s domains and principles.
- Work closely with YES! Team members, Country Office and National Offices and external offices/donors on grant proposals to obtain funding for programs.
- Responsible for annual programme department budgets as well as regular monitoring of budgets to ensure proper expenditure.
- Ensures accurate and timely reporting for donors, government and others as required.
- In collaboration with country offices and across the federation, build and maintain good external relationships with partner and donors.
- Ensure effective implementation of internal programme tools/systems and use of data privacy guidelines.
ENTRY QUALIFICATIONS, SKILLS & EXPERIENCE:
Qualifications and experience
- Masters Degree preferred with significant program management expertise in development related field.
- 10 years’ experience managing development programmes.
- Understanding of global best practices in program operational excellence
- Understanding of integrated development issues and critical analysis of child poverty
- Understanding of region’s development issues, trends, challenges and opportunities and implications for community development
- Strong knowledge in planning, monitoring, evaluating programs and managing a pool of technical support
- An understanding of how to undertake effective advocacy
- Excellent command of English, both speaking and writing.
