Project Overview
The purpose of the Global Health Supply Chain Program- Procurement and Supply Management
(GHSC-PSM) is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President's Emergency Plan for AIDS Relief (PEPFAR), the President's Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
• Global Commodity Procurement and Logistics
• Systems Strengthening Technical Assistance
• Global Collaboration to Improve Long-Term Availability of Health Commodities
Chemonics is seeking an Accountant to responsible for planning, managing and implementing all aspects of the project accounting system and for maintaining an accounting database for Thailand and Laos. In addition, he/she is responsible for collecting and recording all information that will facilitate information exchange and dissemination of project financial documentation and records to the Chemonics home office.
Principal Duties and Responsibilities
Specific tasks to be complete under this SOW are as follow:
- Maintain all necessary accounting records (e.g. general ledger, balance sheet, trial balances, fixed assets and depreciation, etc.) for the annual audit.
- Ensure timely submission and remittance of half-year PND 51 and annual PND50 as well as other applicable withholding tax forms to the revenue department.
- Record expenses entered into ABACUS (Chemonics accounting system) and provide supporting documentation for expenses entered.
- Receive and manage invoices from vendors to ensure timely payment by the project.
- Prepare documentation for payment transactions, including but not limited to vouchers, checks and transfer forms.
- Ensure that appropriate documentation and approvals are obtained.
- Maintain the project's accounting files system. Make sure all vouchers are in order, completed properly and include all documentation required in the Field Office Guide to Field Accounting and Compliance.
- Review expense reports for completion and compliance with USAID/federal travel regulations before reimbursement.
- Maintain the tax files for the project, recorded and paid in timely manner.
- Monitor cash balances, prepare advance account reconciliations, bank reconciliations and maintain a good system of records.
- Coordination with the bank for information regarding balance account, bank statements, exchange rates, etc.
- Prepare payroll for all local staff (both long and short-term).
- Ensure compliance to organizational policies, procedures and internal controls (e.g. Field Office Guide to Field Accounting and Compliance, Field Office Procurement Handbook, CCN Policy Manual, Global QMS, etc.), and assist Operations Manager to make recommendations on strengthening these policies and procedures.
- Ensure due diligence that funds are not being diverted from their development purpose outlined in the contract and are not vulnerable to corruption, extortion or otherwise benefitting malign groups
- Assist Operations Manager to plan and track financial and administrative activities with Home Office (HO) and Field Office (FO) staff in order to evaluate needs for implementation. Keep the HO up to date on the financial status of the project and the execution of the budget.
- Explain generally accepted accounting principles, USAID and Chemonics regulations to staff and consultants, as necessary.
- Prepare and submit monthly accounting reports to the home office, respond to questions from home office accounting unit and project management unit.
- Maintain transparent and audit-proof record keeping systems per Chemonics' policies.
- Prepare other ad-hoc financial reports as may be required.
Qualifications
To perform this job successfully, an individual must be able to perform each essential duty and
responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
- Minimum five years of relevant work experience and INGO experience. Previous experience on a USAID-funded project is preferred.
- University degree and/or a certification in Accounting or Financial Management.
- Demonstrated ability to communicate clearly and concisely both orally and in writing in both Thai and English.
