Chemonics seeks a Technical Advisor for the USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) program in Thailand and Lao PDR.  This activity is supported by the U.S. President’s Malaria Initiative (PMI).  Through this support, the U.S. President’s Malaria Initiative and its partners will implement malaria control interventions in Thailand and Lao PDR, primarily through the management and distribution of vital commodities to vulnerable populations.

 

 

Job Title:  Technical Advisor

The Technical Advisor will be responsible for working closely with the recipients, the Division of Vector Borne Diseases (DVBD) as well as USAID, PMI’s implementing partners and other local malaria stakeholders.  S/he will serve as a primary focal point for malaria commodity information and act as a key resource for National Malaria Control Programs (NMCP) and PMI’s implementing partners.

 

The Technical Advisor will report to the GHSC-PSM Country Director assigned to Thailand and Laos.  This position is required to occasionally travel within Thailand.  The position is a project-based; and as such, will be renewed annually based on USAID-funding.

 

 

Principal Duties and Responsibilities

  • Serve as a principal liaison with USAID, government recipients, PMI’s implementing partners, and other local malaria stakeholders, in Thailand; to build up and maintain effective relationships and collaboration for the project.
  • Work with the Ministry of Public Health, and other implementing partners to agree on assumptions and provide technical leadership on forecasting and supply plan development activities for malaria health commodities to ensure availability of health commodities for successful malaria elimination.
  • Work with implementing partners, donor agencies, and development partners to identify commodities gaps and strengthen/address the bottlenecks of supply chain management issues.
  • Provide overall technical leadership management and specific technical direction for the implementation of project activities.
  • Advocate the engagement of private sector to actively support the National Malaria Elimination activities.
  • Provide technical training and assistance on malaria supply chain management to local counterparts, identifying areas for improvement and capacity building.
  • Responsible for collecting and reporting PPMR data.
  • Responsible for delivery and progress against approved work plan and reporting against performance monitoring plan
  • Responsible for ensuring the timely and quality completion of all program technical deliverables and reports in accordance with USAID/PMI requirements.
  • Maintain regular communication channels with USAID, as well as PSM Washington-based Project Management Unit, on the status of technical, procurements and other supply chain management issues.
  • Exhibit Chemonics values and build culture of “Living our Values” within the team.
  • Other duties, as assigned.

 

 

 

 

Required Skills and Qualifications

  • Bachelor’s degree required; advanced degree in relevant discipline preferred.
  • Minimum 5-7 years experiences with international project management required, including strong skills in procurement, compliance, and supply chain management.
  • Some knowledge of USAID funding and its contractual and reporting requirements and experience managing USAID-funded health programs preferred.
  • Knowledge of quantification, forecasting, and supply planning required.
  • Strong leadership and motivational ability.
  • Strong interpersonal, written, and oral communications skills.  Excellent problem-solving and decision-making skills.
  • Ability to work well with governmental counterpart, implementing partners, and other stakeholders
  • Excellent written and spoken Thai and English language skills required.
