Terms of Reference for “ Web Developer”

Bids are currently being sought for a package of services as described below.

I. Lower Mekong Initiative - Sustainable Infrastructure Partnership, Phase II (LMI-SIPII)

The Lower Mekong Initiative - Sustainable Infrastructure Partnership (LMI-SIP) Program, is funded by the US Department of State (DOS), Bureau of Oceans and International Environmental and Scientific Affairs (OES) and implemented by Pact. The LMI-SIP Phase II, 2018 – 2022 has been redesigned to enhance regional development cooperation to adequately inform development policies and practices on large scale infrastructure development through practical partnerships among existing programs and institutions within the Lower Mekong Region that consists of Cambodia, Lao PDR, Myanmar, Thailand and Viet Nam. Donor coordination component is also a highlight of LMI-SIP aiming to synergize knowledge and expertise of the United States Government with that of the Friends of the Lower Mekong (FLM) that include Australia, Japan, the Republic of Korea, New Zealand, the European Union, the Asian Development Bank, and the World Bank.

II. Objectives

Pact is seeking an experienced Web Developer (individual or company) to redesign and improve the current data-sharing site, the Mekong Water Data Platform (MWDP) www.mekongwater.org.

Based on a briefing and consultation with Pact to understand the overall project and expectations, the Vendor will develop a design for an integrated and interactive site. Work will be undertaken in close consultation with the Pact communications consultant and Project Director.

The following is a list of functionalities is anticipated to make the site interactive:

1. Support for downloadable attachments and embeddable media, including documents, images, audio, YouTube video
2. Social media integration e.g. image galleries derived from social streams, one-click sharing, social media stream
3. AJAX-enabled slideshows and web forms or comparable solution
4. Context-enabled themes, layouts and views e.g. mobile device responsive 
5. Aggregation and publishing of news and event feeds, with filterable views
6. Holistic approach to an organization’s web presence (e.g., insight into integrating social media platforms, campaign tracking mechanisms, search engine optimization, etc.)
7. Blog module installation/WYSIWYG editor installation for adding and editing blog posts
8. Administrative roles enabled for backend management e.g. Admin, Content Editor, Authenticated Users, others as needed
9. Enabling / disabling of comment system/ section field for adding / editing posts interface

III. Required Qualifications

1. Experience in planning and delivering organization websites, with ability to demonstrate portfolio of past projects
2. Deep expertise and hands-on experiences with web applications and programming languages such as HTML, CSS, and JavaScript.
3. Experience of developing sites based on open-source platforms such as WordPress, Joomla or Drupal
4. Good knowledge of SEO principles and Google Analytics
5. Strong grasp of security principles and how they apply to data-sharing applications
6. Basic fluency in English language

IV. Tasks and Deliverables

1. Consult with Pact team to understand the project objectives
2. Create storyboards and prototypes to present design and improvement concepts the site
3. Testing and modification based on user feedback, before going live
4. Development of user manual/video guide for support staff and system administrator to upload content and perform general maintenance of sites
5. Provide technical support and quality control services for a period of up to 3 months, as needed

Estimated launch date is March 1, 2020.  Invoices issued by the Vendor will be based agreed to deliverables during contract negotiation.
