JOB SUMMARY:
The Senior Technical Officer, Care, Support and Treatment position provides strategic guidance and technical support for Care, Support, and Treatment (CST) activities under the LINKAGES Thailand Project. This position supports development of CST technical strategies; monitors technical CST activities including provision of community- and facility-based HIV testing, treatment, viral load testing and adherence/retention services; designs and conducts training and capacity building activities for service providers; acts as liaison between the LINKAGES Project, Provincial Health Offices, and public/private-sector healthcare providers serving LINKAGES clients; and provides overall management and administrative support to the LINKAGES Thailand activities including day-to-day responsibility for supervision of a team of CST Technical Officers. Applicants with medical qualifications and experience with clinical service delivery for PLHIV will be highly competitive for this position.
DUTIES AND KEY RESPONSIBILITIES:
- Lead in designing and monitoring overall technical strategy for strengthening HIV care, support and treatment services for PLHIV with special attention to KP-sensitive services.
- Support the development and maintenance of a quality monitoring system to identify weaknesses in CST service delivery and opportunities for LINKAGES Thailand’s further involvement in improving these services.
- Establish and maintain relationships with key stakeholders in the public and private sectors, particularly the Thai Red Cross AIDS Research Centre (TRCARC), local key population (KP)-led organizations, provincial health offices in LINKAGES-supported provinces, healthcare facilities providing HIV testing, treatment and viral load monitoring services, and the Thai Ministry of Public Health (MOPH).
- Lead in furthering key strategies in 2019-2020, including the following: scale-up of index testing among partners, community-based ART and PrEP, and scale-up of case management among partners to assure documentable ART initiation and adherence and sustained viral load suppression.
- Provide supervisory management for a team of CST Technical Officers and support their day-to-day activities and professional development.
- Work with the Monitoring and Evaluation team to ensure access to treatment and viral load data from across a range of service providers to strengthen monitoring and reporting of the HIV treatment cascade and reduce loss to follow-up among HIV-positive clients.
- Provide technical support for the Communications team to ensure appropriate and technically correct messaging regarding HIV testing and treatment. Coordinate with the LINKAGES program and technical teams to ensure smooth implementation and alignment of program activities across IPs.
- Coordinate technical support and quality assurance/quality improvement activities between the LINKAGES project and other USAID Implementing Partners (chiefly the USAID Community Partnership Project), and implementing partners (IPs).
- Provide technical support in the development and dissemination of tools, materials, reports, papers, and intervention for research projects as appropriate.
- Work closely with the LINKAGES program team to ensure activities are implemented according to standard operating procedures (SOP’s).
- Write and edit technical reports and documents. Assist with publications, web pages, and presentations.
- Conduct searches of published literature in assigned technical area.
- Monitor and maintain protocols, instruments, data sets, manuals, training materials and reports.
- Perform other duties as assigned.
EXPERTISE AND COMPLEXITY:
- Comfortable working with minimal supervision, and ability to manage high volume work flow.
- Sensitive to cultural differences and understanding of the political and ethical issues in assigned areas, e.g. reproductive health, family planning, HIV infection.
- Knowledge of HIV/AIDS, reproductive health, family planning, public health, international development, and/or social science research with a strong focus on HIV clinical care and treatment. Experience planning, implementing and/or providing technical support for FSW populations are especially desired.
- Written and verbal communication skills, and editing skills.
- Relevant language skills preferred.
- Relevant computer software skills.
- Resourceful through technology, research skills, and relationship building among several organization teams and units to resolve problems and initiate enhancements.

- Routine coordination with FHI 360 employees and consultants, on-site and in the field and resolve problem situations with tact.
- Interact with implementing partners, and FHI 360 colleagues working on LINAKGES Thailand.

PROBLEM SOLVING & IMPACT:
- MD or MS in public health, nursing, social science or related field
EXPERIENCES:
- Typically requires 8+ years of managing data collection and technical assistance experience.
- Knowledge of HIV/AIDS, reproductive health, family planning, public health, international development, and/or social science research with a strong focus on CST and HIV clinical care and treatment
- Fluency (written and verbal) in Thai and English required as well as ability to edit written documents in Thai and English.
- Resourceful through technology, research skills, and relationship building among several organization teams and units and professional organizations to resolve problems and initiate enhancements.
- Comfortable working with minimal supervision, and ability to manage high volume work flow.
- Sensitive to cultural differences and understanding of the political and ethical issues in assigned areas, e.g. reproductive health, family planning, HIV infection.
- Prior work experience in a non-governmental organization (NGO), government agency, or private company.
