Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

  1. Organizational Context And Scope:

 

The Asia Regional Migration Programme is a regional programme which aims to strengthen the capacities and resources of governments in Asia to manage complex migration flows in the region and to support migrants in vulnerable and crisis situations, through enhanced structures, policies, processes, safe and legal migration pathways, and effective partnerships at the national, sub-regional, and regional levels. In Thailand, IOM implements this programme in close cooperation and partnership with the Ministry of Social Development and Human Security (MSDHS).

 

In 2018, IOM supported MSDHS to conduct a baseline assessment on referral practices for victims of trafficking and vulnerable migrants, with findings presented to government representatives from relevant agencies in early 2019. Building on the results of this baseline assessment, and in line with commitments made in the framework of the Coordinated Mekong Ministerial Initiative against Trafficking (COMMIT) Process, the Division of Anti-Trafficking in Persons (DATIP) is now looking to establish a National Referral Mechanism (NRM) for domestic and international victims of trafficking in Thailand, with the technical support of IOM.

 

Under the overall supervision of the Chief of Mission of IOM Thailand, and the direct supervision of the Programme Coordinator of the Migrant Assistance and Counter-Trafficking Unit, the consultant selected for this position will be responsible for developing a National Referral Mechanism Strategic Document, outlining the structure, stakeholders and procedures of the NRM, as agreed by Thai government officials through a series of consultation and validation meetings. The International NRM Consultant will also be responsible for providing technical guidance to a National NRM Consultant, who they will work closely and collaboratively with, in order to deliver a product in line with both international protection standards and the Thai context.

  1. Tasks to be performed under this contract:

 

The Consultant will undertake the following responsibilities:

  • Conduct a literature review, and with the support of the National NRM Consultant, identify all key government and non-governmental stakeholders who should be represented on the NRM Steering Committee;
  • Prepare and submit an Inception Report, highlighting proposed methodology and approach, as well as a detailed work plan;
  • Develop data collection tools, including surveys, for use by the National NRM Consultant in collecting required information from stakeholders on the NRM Steering Committee;
  • Convene and lead an inception meeting with the NRM Steering Committee to finalize the data collection tools and validate the work plan;
  • Based on data collected by the National NRM Consultant, develop a draft NRM Strategic Document, outlining the background and purpose of the NRM, its proposed structure, an outline of relevant stakeholders to the NRM with a detailed description of their roles and responsibilities, and coordination methods and procedures under the NRM process, including, but not limited to: initial screening processes, coordination of referrals, sharing of information in line with agreed data protection principles, and storage and use of VOT data. Supplementary documents, such as forms, flow charts, terms of reference and a referral directory, should be appended to the draft NRM Strategic Document as Annexes;
  • Convene and lead a mid-point review to present the draft NRM Strategic Document to the NRM Steering Committee;
  • Review and revise the NRM Strategic Document based on feedback provided, and convene and lead a validation meeting to present the finalized NRM Strategic Document to the NRM Steering Committee;
  • Make any final adjustments to the NRM Strategic Document as needed;
  • Oversee the National NRM Consultant, and provide regular technical guidance to their work;
  • Provide progress updates as required.

  1. Education and Experience:

 

The qualified candidate should possess:

 

  • MA, MSc or PhD in International Affairs, Political Science, Law, Human Rights, Migration Studies or a related field;
  • At least five (5) years of progressively responsible work in the field of migrant protection and/or trafficking in persons;
  • Demonstrated experience in designing surveys and undertaking data collection;
  • Integrity and ability to handle confidential information in accordance with policies and protocols on use of information, data and research;
  • Knowledge of trafficking trends, government structures and protection mechanisms in Thailand will be considered a strong advantage;
  • Prior experience in drafting or supporting the development of a National Referral Mechanism will be considered a strong advantage;
  • Demonstrated experience in working with international organizations, governmental institutions and non-governmental organizations;
  • Excellent ability in writing and drafting of reports;
  • High level of computer literacy, including Microsoft Word, PowerPoint and Excel;
  • Excellent analytical, communication and negotiation skills;
  • Ability to work under tight timelines;
  • Ability to multi-task and work efficiently with minimal supervision;
  • Strong intrapersonal skills demonstrated by the ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
  • Prior experience with IOM or a relevant UN agency will be considered an advantage;

 

  1. Languages:

 

Fluency in English, spoken and written, is required. Working knowledge of Thai will be considered an advantage.
