Digital Asia Accelerator is a three-year project funded by USAID and implemented by Development Alternatives, Inc to increase the safe & appropriate use of digital technology for economic development in Southeast Asia.

This Job Description describes responsibilities for the Digital Asia Accelerator Project (DAA) position of Deputy Program Officer. The Deputy Program Officer will be based in Bangkok and report directly to the DAA Project Director in Bangkok. The Deputy Program Officer will design and manage project activities across the Southeast Asia region. Responsibilities include but are not limited to the following:

Strategic planning and guidance

• Provide written assessment of digital ecosystem landscape, needs, stakeholders and high impact activities for target countries

• Assist in developing annual workplans for target countries

Stakeholder management

• Manage client relationships, including USAID and State Department

• Manage relationships with stakeholders, including national governments, civil society organizations, and private sector

Project management

• Collaborate with regional stakeholders for public awareness campaigns on digital safety issues 
• Work with local private sector and CSOs to improve cyber practices and digital readiness 
• Identify partnerships, including U.S. private sector companies, on digital readiness and safety, cybersecurity policy issues and other cybersecurity initiatives 
• Lead the design and writing of proposals, grant agreements and sub-contracts, and ensure completion of technical scopes of work and implementation plans in accordance with USAID and DAI regulations
• Lead the development of STTA scopes of work and associated approval documentation, and in the recruitment and mobilization of experts
• Monitor and assess the impact of DAA activities, with a focus on how grant and sub-contract activities contribute to broader Activity objectives, through frequent visits to the field and interviews with participants and beneficiaries;
• Provide bi-weekly reports and quarterly reports on Activities

• Manage all financial and technical reporting for activities

Communications

• Assist in developing presentation materials for meetings with key stakeholders, in both PowerPoint and Word format
• Assist in development of bi-weekly reporting formats to USAID

Qualifications: 

• 6+ years managing international development programs 
• Experience working with USAID 
• Exceptional client relationship management skills 
• Experience with DAI financial and project management systems 
• Experience working with and collaborating with multiple stakeholders, such as government, CSOs, and private sector 
• Experience managing budgets 

• 4+ years of experience working and living in South East Asia or knowledge and existing networks in the region or in cyber issues 
• Strong oral and written communication skills 
• Entrepreneurial spirit and a self-starter 
• Demonstrated skill in partnership building 
• Knowledge of digital and cybersecurity policy issues
