In accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/RDMA. Final compensation will be negotiated within the listed market value. 
 

6. PERIOD OF PERFORMANCE:  Five (5) years initial contract.The services provided under this contract are expected to be of a continuing nature that will be executed by USAID through a series of sequential contracts, subject to continued need of the position and availability of funds.
 

7. PLACE OF PERFORMANCE:  USAID/RDMA, Bangkok, Thailand 
 

8. SECURITY LEVEL REQUIRED:  The successful candidate shall be required to obtain a Security Certification for Employment from Regional Security Office. 
 

9. STATEMENT OF DUTIES 
 

9.1. General Statement of Purpose of the Contract
The Asia Regional Training Center (ARTC) Training Program Assistant (Curriculum Development and Delivery Assistant) is part of a dynamic learning and development team at USAID/RDMA. The incumbent serves as a key team member in establishing new curricula and developing curricula for USAID missions in the Asia region. S/he liaises directly with subject matter experts in the region to develop courses from provided content. S/he coordinates with Human Capital and Talent Management’s Center for Professional Development (HCTM/CBD) for course approvals and reviews. S/he also actively participates in the management of the training programs of ARTC. Functions performed include serving as a trainer/co-trainer, developing/revising training materials and performing a variety of program management activities. S/he will also deliver training courses both at ARTC and other missions in Asia depending on demand. This includes participating on design teams for USAID-developed courses as well as designing and delivering his/her own workshops to fill previously identified training gaps. In addition, s/he will work closely with ARTC Client Outreach and Forecasting team to find gaps in training for the region. Frequent travel throughout the region to support ARTC program is required.
 

9.2   Statement of Duties to be Performed
 

      A. Curriculum Development:                                           50%

• Works to standardize course structures to assure successful and appropriate content delivery. Responsibilities include revising, updating existing courses and working to create new courses for the region with HCTM/CPD direction – for the entire Agency. Course designing must consider the following factors; required length of time for the course, adult learning methodologies, relationships with other offerings in USAID, learning outcomes, means of measuring learning and behavior change, and the ways in which the course can be standardized to assure consistent quality and replicability among different instructors.
• Analyzes training needs and requirements. Develops or assists in developing new courses. In consultation with Participant Training Specialist, determines course goals and delivery methods, develops lesson plans, course materials, and creative training method. S/he creates presentation materials with subject matter experts using PowerPoint and similar presentation software for use in courses.
• Reviews, updates and revises ARTC’s current training materials to ensure they include the most updated information. Reviews and utilizes input from training participants to improve the course materials and training method.
• Assists trainers with advice and feedback on instructional methods for adult learners. S/he monitors instruction to assure fealty and standardization of content delivery, and measure learning outcomes. Also conducts field surveys to measure behavior changes resulting from course participation.
   

 B. Training Delivery:                                                            30%

• Prepares and coordinates training sessions of various subjects, particularly in the area of soft skills and interpersonal skills training.
• Teaches and co-teaches sessions, segments and/or entire courses using various effective training methods, i.e., individual work assignments, group discussions, role plays, participant teaching and various audio-visual equipment.
• Identifies and champions the use of regional mission experts to serve as associates in course delivery. Conducts Train-the-Trainer sessions for regional mission experts.
• Occasional travel is expected.
   

C. Coordination/Interface:                                                    20%

• Works closely with the ARTC Client Outreach team to find gaps in training for the region. Solicits feedback from students and instructors on new and/or revised courses, to measure learning and glean meaningful insights to modify course structures and delivery methods that improve learning outcomes.
• Supports the Participant Training Specialist in evaluating ARTC portion of Washington based contract for curricula development. Provides professional insights to Contracting Officer/Agreement Officer (AOR/COR), responsible for determining if contract is fulfilled properly.
• Works closely with the Logistic Support Team to organize the annual training calendar with appropriate setting for each course in terms of the course duration and the course interval when the same course is held more than once a year. S/he is expected to prepare flexible plans to rearrange the course schedule in case of some emergent issues which trigger the course cancellation or postponement.
• Supports the Participant Training Specialist to ensure the practicality and necessity of the courses in relation to available budget for each fiscal year. S/he oversees the number of courses and manages the development of training materials on time and budget.
   

The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.
 

9.3.   Supervisory Relationship

This position will be under supervision of the Participant Training Specialist or his/her designee.
 

9.4.   Supervisory Controls

The supervision of other USAID staff is not contemplated.
 

10. AREA OF CONSIDERATION:  This position is open to Cooperating Country National (CCN). Thai citizen or other country citizen lawfully admitted for permanent Thai residence is eligible to apply. Please note that USAID is not able to sponsor candidates for a Thai residency permit. 
 

11. PHYSICAL DEMANDS:  The work requested does not involve undue physical demands.

II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION 
 

1. Education: Bachelor’s degree in Education, Human Resources Administration, Mass Communication, Business Administration, Arts/Liberal Arts, Humanities, Social Science or related fields is required.

2. Experience: Minimum 3 years of professional experience in training or curriculum development with a requirement to conduct training sessions periodically.


III. EVALUATION AND SELECTION FACTORS 

1. Experience (40 points): Experience in training or curriculum development with a requirement to conduct training sessions periodically.

2. Knowledge (20 points):    

• A professional knowledge of curricula development, education assessment, and adult learning practices required.
• Strong familiarity with training and staff development services, trends, tools and techniques is required.
• Good working knowledge of instructional design is required.
• Good working knowledge of standard office procedures and customer service practices are required.

3.Skills and Abilities (40 points):  

• Professional skills and abilities in conducting formal training is required.
• Must be able to handle diversified groups of training participants and effectively maintain their interest and attention to the training subject.
• Must possess proficient skills in using various applications such as Microsoft Words, PowerPoint, Excel and Google Suit. Must be able to operate cameras, video recorders, and video equipment.
• Must have strong communication skills (verbal and writing skills) and attention to details.
• Ability to collaborate with others as a team, placing the team agenda before a personal one, truly valuing others’ inputs, and willing to take shared responsibility are required.
• Must be willing and able to travel throughout the region to support ARTC program (travel is estimated more than 20% of time).

4. Language: Level IV – Fluent in speaking/reading/writing in Thai and English with a valid TOEIC score of 855 is required.
 

SELECTION PROCESS:

To be considered for candidacy, applicants must address each criterion in their application as to how they meet the minimum qualifications required for the position mentioned in Section II, Item 1-2. If the application submitted fails to demonstrate eligibility, the application will be marked unqualified. It is the responsibility of the applicant to provide all pertinent information.

Applications will be initially screened and scored for eligibility in accordance with the evaluation factors and points mentioned in Section III, item 1-3. Top-ranked candidates who meet the minimum qualification will be given a recruitment test. Applicants with passing marks from the recruitment test and with a valid TOEIC score mentioned in Section III, item 4 will be invited for an interview. Only shortlisted candidates for final interview will be notified of the selection result. The recruitment test and the interview will be structured around the evaluation factors mentioned above and will be conducted in USAID/RDMA Bangkok, Thailand. Reference checks will be conducted once the applicant pool is narrowed down to the top candidate(s). References may be obtained independently from other sources in addition to the ones provided by an applicant.
