1. PURPOSE
The purpose of this Terms of Reference (“TOR”) is to hire a professional application developer (“Consultant”) to develop a mobile application to provide (“TB”) patients preventive information, location of service provision, as well as link to national and regional database to improve case holding system under the Tuberculosis Elimination Among Migrants (“TEAM”), which is funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria (“The Global Fund”).
2. BACKGROUND
The International Organization for Migration (“IOM”) admits that “The magnitude of labor migration in the Greater Mekong Sub-Region (“GMS”) is largely unknown. Migration is mostly irregular in the region, and there are very few ways to capture this.” The most up-to-date analysis carried out by the IOM for the purposes of this application provides an official figure of about 4.2 million immigrants residing in the GMS countries, with the majority of cross-border migrants residing in Thailand. These are migrant workers that have either arrived under the Memoranda of Understanding that Thailand has with Cambodia, Lao PDR and Myanmar, or who have subsequently registered with the authorities under the several drives Thailand has made in recent years to have all migrant workers verify their nationality, and officially register. However, because the Thai official figures rely on migrants who have registered with the Ministry of Labour (“MoL”) at one time or another, it is likely that they are an underestimate, since there will be some who have not registered with the MoL, especially in the cross-border areas, and the figures do not include non-working dependents of migrants traveling with them. A figure of about 5 million is generally thought to be more accurate.
Issues and gaps impacting on TB service delivery for migrants, or on outcomes at both regional and national level that specifically impact on TB in migrants are:
1. Thailand is the destination for 90% of migrant workers in the GMS countries, yet policies, SOPs and practices of health workers need revision to make health services sufficiently migrant-friendly for those with TB.
2. Weak and bureaucratic cross-border relations, and especially the lack of an agreed mechanism for repatriating migrants with TB, lead to delays and difficulties in referring patients back to their originating country and ensuring returning patients receive appropriate ongoing care.
3. No TB screening services are made available to high numbers of deportees sent back across Thailand’s borders in spite of evidence of a high TB prevalence. No airborne infection control measures are taken in Thai Immigrant Detention Centres which hold migrants prior to deporting them.
4. Government agencies such as NTPs admit they have difficulty in reaching migrants, yet CSOs are insufficiently employed in TB case finding and enhancing adherence in cross-border areas and other areas with high migrant density.
5. Electronic platforms (Line, Whatsapp) and social media that efficiently link migrant communities are not utilized to transmit essential information about TB, nor are they used by health providers to stimulate case detection or adherence.
6. There is minimal collaboration on TB control issues by the Ministry of Public Health (“MOPH”) with other key Ministries involved in migration (Labour, Immigration, Home Affairs, Justice), or with businesses, particularly those in the SEZs, or with ASEAN.
As concerning of the issues and gaps impacting on TB service delivery for migrants in Thailand and GMS, TEAM project aims to reduce the burden of TB among the migrant populations of the Greater Mekong Sub-region – particularly aiming at the missing cases - and thereby reduce TB transmission, incidence and mortality among each of the participating countries. Raks Thai Foundation (“Raks Thai’), a member of CARE International, is a Sub-Recipient (“SR”) for the TEAM project, funded by The Global Fund, under the management of Department of Disease Control (“Co-PR DDC”).
Moreover, in order to utilize the electronic platform to transmit essential information about TB to migrants as well as improve health providers’ intervention to stimulate TB case detection or adherence, Raks Thai will seek for a professional consultant to develop TB Mobile Application for Migrants or similar mobile application to provide migrants the preventive information, location of service provision, as well as link to national and regional database to improve case holding and referral system among migrants with TB.
3. OBJECTIVES OF THE TOR
The main objective of this TOR is to develop TB Mobile Application for Migrants to provide migrants the preventive information, location of service provision, as well as link to national and regional database to improve case holding and referral system among migrants with TB.
4. EXPECTATION
The expectation of this TOR is to develop TB Mobile Application for Migrants to provide migrants the preventive information, location of service provision, as well as link to national and regional database to improve case holding and referral system among migrants with TB with the details as described in “Scope of Work”
5. SCOPE OF WORK
The work
The consultant must account for developing a TB Mobile Application for Migrants to provide migrants the preventive information, location of service provision, as well as link to national and regional database to improve case holding and referral system among migrants with TB.
While not exhaustive, the following basic requirements for the mobile application have been identified (the list of features will be expanded based on the findings resulting from consultation and mobile platform research and ideation):
Throughout the development process, the consultant is expected to continuously engage with Raks Thai colleagues to ensure that design and content of the application is coherent with Raks Thai and The Global Fund identity. Moreover, the consultant is expected to complete various tasks and deliverables as listed in the section 7. Deliverables.
6. DURATION AND DUTY STATION
Duration
The period expected to complete this consultancy service is from 26 August 2020 to 15 December 2020. The details of task, deliverables, and due date are described in the section 7. Deliverables.
Duty station
The consultant is expected to use their own facilities, space and make use of their own equipment. The consultant should as well be possible to attend several consultation meetings with Raks Thai team either face-to-face, in Bangkok, or via online platform depending on the circumstance.

8. PAYMENT AND CONSULTANT FEES
Consultant fees
Total amount of the TOR is THB 1,920,000. This amount is under the implementation of TEAM project and charged to Program Number: GRN0064, Fund Code: GRN006403, Sub Analysis: 03000, Budget Line: 2.009.
This amount shall include all costs of transportation and translation/interpretation expenses related to the TOR assignments, out-of- pocket expenses, and service Taxes/VATs. All the costs are incurred in this TOR will be paid based on actual invoice made by the consultant and the completion of acquired deliverable.
Any additional arrangements, including meetings, workshops, trainings and stakeholder consultations outside the scope of these TOR, including additional events in Bangkok, will be organized and agreed in collaboration with Raks Thai Foundation and will be paid by Raks Thai Foundation.

The payment will occur in three instalments:

Remarks: Installment payment is subject to satisfactory receipt of the deliverables within the project timeframe and pending review of the deliverables by the Raks Thai Foundation - Director and designated staff of Program Quality Department. Each payment will be made in Thai Baht to the bank account designated by the consultant or an authorized representative of the consultant.
9. RIGHTS AND PROPERTIES
Raks Thai Foundation own the data, rights and property for all products under this TOR. Dissemination of products and services owned by Raks Thai Foundation are subjected to a written permission from an authorized person of Raks Thai Foundation. The sharing or distribution of products or any other contents or documents produced under this TOR without permission from Raks Thai is not allowed.
Raks Thai will not be responsible for any harms or claims, liabilities, suits, actions (including charges, disbursements and reasonable fees of counsel), proceedings, damages, expenses and obligations of any kind that be incurred by the Consultant or asserted against the Consultant, its officers and Consultants, by or on behalf of any person on account of, based or resulting from, arising out of (or which may be claimed to arise out of) the willful acts or omission of the Consultant and its agents, Consultants, research sites, assignees, transferees, delegates or successors, for which the Consultant retains responsibility.
