Background
The Situation for Children in the Southern Most Provinces of Thailand
The Southern border provinces of Pattani, Yala, and Narathiwat rank among the 20 poorest in Thailand, Further, since 2004, the area has been affected by an on-going conflict. These provinces are home to over 65% of Thailand’s Muslim Malay minority population. Save the Children’s 2015 Child Rights Situation Analysis (CRSA) identified significant gaps in school readiness and emergent literacy for the most deprived children, especially ethnic and minority language groups such as those in the South. These children enter primary school at a major disadvantage, leading to lower learning outcomes, access and retention rates. While ECCD services exist across Thailand, issues such as language, parental awareness and uneven provision, in particular in rural areas, can act as barriers that can exclude ethnic minority children from accessing available services or from developing to their potential. Children also tend to be at a disadvantage due to i) a lack of home and community support for children’s development and emergent literacy and ii) a lack of access to quality, age appropriate children’s books, especially in their mother tongue.
EPLR (Eat, Play, Love and Read) – Save the Children’s International (SCI) innovative program is designed to improve the developmental trajectories of Pattani-Malay children aged 0 to 6 by strengthening nurturing caregiving and home learning. It is implemented in Rwanda, Kenya, the Philippines and Cambodia, and SCI hopes to contribute to global learning on ECCD for ethnic and linguistic minority and conflict-affected communities.
The EPLR year II starts from 1 January 2020, and will recruitment EPLR Project Coordinator is on processing. The Temporary Project Assistant will support acting Project Coordinator and Project Officer to implement the activities in Ruso and Si Sakhon Province’ Narathiwat
Objectives and Deliverables
This interim EPLR Project Assistant
- To learn all job responsibilities of EPLR Project from the job owner during16 March to 16 June 2020
- To carry out mentioned job responsibilities in timely manner as indicated in below job scope
- To handover and transfer to the success candidate of EPLR Project Officer
Reporting to
- The EPLR Project Assistant (Interim) will be report to EPLR acting Project Coordinator. Save the Children must approve all documents which will be developed by the consultant.
Time frame
- 18 March 2020 – 16 June 2020
Working hour
- This person is required to work every week day during the proposed period.
In case of any request for leaving by this personnel, the service fee will be deducted daily.
The number of working hours per week as working day calendar
Standard Working Hour:
- Mon.- Fri. 08:30-17:00
- Lunch break 12:00-13:00
Role Dimensions
- Assistant and Support acting EPLR Project Coordinator and EPLR Project Officer
In line with Save the Children’s dual mandate, these key areas of accountability apply to work in emergencies and in development settings.
Program Coordination and Support:
- Coordinate EPLR learning activities, data collection, data management, and data analysis according to guidance and agreements with Project Coordinator;
- Ensure effective communication and networking developed and maintained through partnership and collaboration with Partners and all stakeholders;
- Support or contribute to the appropriateness of financial, administrative and supply documentation. Follow up on queries, including with and by partners, or initiate corrective action on discrepancies;
- Working with other relevant staff, analyze collected data and information and prepare progress reports and assist in identification of required supplies and equipment.
Planning, reporting, monitoring and learning:
- Ensure timely and quality planning and reporting of EPLR activities to Acting Project Coordinator
- Other duties as assigned and according to the demands of the program.
General:
- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures;
- Perform other duties as required by supervisor.
Training and Development
- Assist line manager to provide training documentation, training report, etc.,
- Assist the facilitation of the training process; communication with all participants as assigned by line manager
Qualifications
- Thai nationality
- Bachelor’s Degree University degree in one of the disciplines relevant to the following areas: Education, Economics, Social Sciences, or a field(s) relevant to international development assistance or humanitarian work.
- Experience working in the Deep souths of Thailand
- Good working knowledge in English and Thai.
- Good computer skills (MS Office)
- Demonstrated commitment to improving the lives of children in the school and community
- Strong understanding of the contextual situation related to education and child development
- Ability to travel to the remote locations and work long hours at times.
- Strong interpersonal skills and the ability to work collaboratively with others
- Strong monitoring and report skills
- Commitment to and understanding of Save the Children’s aims, values and principles.
Experience and skills
Essential
- Experience in projects to promote early childhood development is preferred
- Organized, service-minded, and proactive team member
- Experience with computer applications i.e. MS Word, Excel and Power point. Share Point, Google Drive or Cloud, Outlook for email
Desirable
- Must have a high sense of urgency, flexible and well-developed work ethic
- Good command in English, Pattani-Malay and Thai
- Experience working in an international development organization is an asset
- Familiarity with ECD Approach is an asset
