Consultant to Review, Write and Finalize Case Management Training Guideline
Save the Children’s SPACE (Support for the Standardized Protection and Care Embraced in government shelters in Thailand) project aims to enable the provision of quality protection and support services offered to trafficking survivors across government shelters in Thailand, and to advocate for the nationwide systematic implementation of standard operating procedures by government shelter staff when providing protection and support services to the survivors they serve
Government shelters under Division of anti-trafficking in person are in the position to protection and provide support services to victim of trafficking which should be focus on their specific needs, their mental health conditions, their legal status and their age and gender. DAT establish the standard of operation procedure to be the implementation guideline for staffs but it tends to lack of the implementation detail which mention on child participation, these impact to the understanding of shelter staff and caused to the victim of trafficking to receive the services that are not met with their needs.
Together with the Division of anti-trafficking in person (DAT) and association of social worker (ASW), we will strengthen capacity of shelter staffs on case management by conduct step by step capacity building, develop implementation guideline and establish the case management training guideline.
The training guideline on case management is aim to adopted by DAT and use it as a tool in the staff capacity building activity implement by trained trainers. It also provides step by step to help build knowledge, attitude and good practice for shelter staff to deliver the case management support to individual victim of trafficking.
Save the Children intends to develop comprehensive training module on case management for key government agencies. Specific objectives of this service is to review the training module and develop trainer’s guideline. The guideline shall follow the Division of Anti-trafficking in Persons’ Case Management Standards Operations Procedures. The trainer guideline should be developed in the most practical manner for government practitioners and case management workers.
The service provider needs to begin the job from 1 April 2020 and will be required to dedicate 10 working days and submit the final product to Save the Children by 30 April 2020.

The consultant(s) will report to Interim Child Protection Manager who will provide inputs throughout the module development process including on the consultation with experts, meeting with key government partners and recommendations.
The service provider will be responsible for:
• Review the case management training minute
• Coordinating additional consultations with experts
• Finalizing the training guideline
