TITLE:  REACT Project Coordinator

TEAM/PROGRAMME:  Program Implementation – REACT

LOCATION: Mae Sot Office with frequent travel to border areas and Ranong Province

CONTRACT LENGTH: Fixed term contract for 1 year 

ROLE PURPOSE:

Save the Children has been supporting education for migrant children in Thailand since 2014 and is positioned as the lead agency promoting migrant children’s right to education in Thailand. The goal of the REACHING EDUCATION FOR ALL CHILDREN IN THAILAND (REACT) Phase II Project is to contribute to Thailand’s achievement of Education for All (EFA) through improving access to quality basic education for migrant children (aged 6 – 18 years) in Tak and Ranong. To achieve the goal, the REACT II project is to achieve on 3 inter connected outcomes. First, we will improve migrant children’s access to Thai government schools and NFE programs. Second, we will improve migrant children’s learning outcomes by expanding the successful Thai as a Second Language (TSL) program; and improving the teaching competencies of Migrant Learning Centre (MLC) teachers. Third, we will mobilise and support local education stakeholder networks in Ranong, Tak and at the central (Bangkok) level to achieve policy changes that supports migrant children’s access to quality education in Thailand. This will be achieved through advocacy at national and regional level, using evidence on effective approaches (TSL, NFE) to supporting migrant children’s access to quality education rights and building options for government investment to integrate and scale up these approaches in cross-border areas where migrant children are prevalent.

KEY AREAS OF ACCOUNTABILITY:

In line with Save the Children’s dual mandate, these key areas of accountability apply to work in emergencies and in development settings.

Program Coordination and Support:

  • Coordinate the planning, implementation, monitoring and evaluation of the REACHING EDUCATION FOR ALL CHILDREN IN THAILAND (REACT-II) Project in accordance with project design and plans as agreed with Senior Education Specialist
  • Coordinate with other REACT implementing partners to ensure the sharing of knowledge, learning and resources related to REACT programming
  • Ensure effective communication between the REACT-II project and other education programmes within Save the Children Thailand.
  • Coordinate REACT-II learning activities, data collection, data management, and data analysis according to guidance and agreements with Senior Education Specialist.
  • Ensure that the REACT-II project is implemented in line with SC established standards and guidelines, including SC Child Safeguarding Standards
  • Ensure that the activities meet the technical standards and specifications as instructed by education manager/sector lead
  • Ensure effective communication and networking developed and maintained through partnership and collaboration with all stakeholders.
  • Ensure or contribute to the appropriateness of financial, administrative and supply documentation. Follow up on queries, including with and by partners, or initiate corrective action on discrepancies;
  • Working with other relevant staff, analyse collected data and information and prepare progress reports and assist in identification of required supplies and equipment;
  • Draft or contribute to accurate REACT-II project budgets for review by the supervisor.
  • Contribute to or provide recommendation and other project documentation, assuring accuracy and consistency and provide support for consultation with partners as required on planning and implementation of REACT-II project activities;
  • Compile or contribute to REACT-II project implementation training, orientation and capacity building materials to promote knowledge sharing with donors and partners

Staff management:

  • Provide direct technical support and daily management to REACT-II Project Officers
  • Provide strategic direction to the project staffs and partners in line with Save the Children’s education strategy.
  • Conduct regular coordination and collaboration meetings with project partners; and facilitate and implement organizational development plans with local partners.
  • Coordinate with the Education Manager/Lead to provide timely and effective responses to REACT program challenges reported by staff.

Planning, reporting, monitoring and learning:

  • Monitor and evaluate the REACT-II project activities in line with the internal M&E plan and in coordination with others
  • Ensure timely and quality planning and reporting of REACT-II activities to education program manager, senior field coordinator, and donor in line with internal requirements.
  • Collate and write required implementation plans and reports from REACT-II Project staff for timely submission to Education Program Manager.
  • Attend meetings with Education Program Manager to update progress of project and receive guidance on technical aspects, at least once per month
  • To maximize continuous learning, ensure timely and quality documentation of REACT-II project activities, including collection of case studies, documenting of lessons learned, best practices and challenges in accordance with requirements agreed with Education Program Manager
  • Ensures beneficiary and partner feedback is incorporated into programme design, planning and learning, and is functioning effectively
  • Other duties as assigned and according to the demands of the program

Collaboration and Representation:

  • Represent Save the Children in a professional manner; and lead on relevant policy advocacy initiatives integrated within the REACT-II project, with support from the Advocacy Communication Campaigns and Media team.
  • Liaise with other stakeholders, including schools, local leaders, and partners and participate in relevant meetings.
  • Collaborate with other team members across to ensure synergies and consistency in our programming approaches. including, in particular Child Protection teams
  • Represent programming with local government, NGOs, communities and within SC as appropriate.

General:

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Reduces vulnerability by complying with safety and security protocols set by the organisation
  • Perform other duties as required by supervisor

QUALIFICATIONS 

  • University degree in one of the disciplines relevant to the following areas:  Education, Economics, Social Sciences, or a field(s) relevant to international development assistance or humanitarian work.
  • Minimum 3-4 years of professional work experience at national and international level relevant Education programmes

EXPERIENCE AND SKILLS

Essential

  • Experience in capacity building and training
  • Fluency in Thai and English required
  • Fluency in Burmese is desirable
  • Strong verbal and written English skills
  • Strong interpersonal skills the ability to work collaboratively with others
  • Program management skills
  • Good computer skills (MS Office, including Outlook for email)
  • Reporting and monitoring skills

Desirable

  • Experience and expertise in early grade reading and numeracy programs highly desirable.
  • Master’s degree in a relevant discipline is desirable.
  • Experience in delivering effective teacher training programs is desirable
  • Background in Emergency programme is an asset.
  • Experience working in an international development organization is an asset.
  • Understanding humanitarian contexts and application of humanitarian principle
