Climate Change and Migration Expert

 

WeWorld-GVC is an Italian independent organisation born from the merger between GVC Ngo (founded in Bologna in 1971) and WeWorld Foundation (founded in Milan in 1999), with the aim of increasing the impact of their Development Cooperation and Humanitarian Aid projects in 29 countries worldwide, including Cambodia and Thailand. Currently, WeWorld-GVC is launching the ToRs to seek engangement from expert (a consultant/firm) to strengthen the capacity of WeWorld-GVC and its partner organisations on the topic of Climate Change and Migration. This document contains the ToR by which WeWorld-GVC Onlus (WWGVC) (the contracting authority) engages a consultant/firm (the Expert) as Climate Change and Migration expert.

    1. The parties’ responsibilities regarding the engagement

By accepting this ToR, the Expert or firm confirms to meet the following conditions:

  • The Expert/firm is legally registered and legally operating in Cambodia and/or Thailand;
  • The Expert/firm must prove he/she has executed at least 3 similar assignments in the past 5 years;
  • The Expert/firm must prove to have deep knowledge on climate change and migration related issues and topics, especially between Cambodia and Thailand and in the ASEAN region.
    1. Context of the Action

Southeast Asia is one of the areas in the world that is most prone to natural disasters which cause important displacements. In fact, eleven million people migrate within and outside the Southeast Asian region (ILO, 2015[1]) and most of these displacements are caused by climate and weather-related disasters. Evidences from the field (GVC, MIG-RIGHT, 2018) show that due to several reasons, including flaws in disseminating information and awareness and lack of trust between communities and the government, irregular channels remain popular for migration with all the associated risk of human trafficking and exploitation. The impacts of climate change further expose people to exploitative forms of migration. Smuggling of drought-affected migrants from Cambodia to Thailand has been reported (IOM, 2016[2]) while limited specific protection is offered for people displaced by climate change. To understand the link between food security, migration and climate adaptation is crucial to make rural poor communities more resilient and avoid them using maladaptive strategies.

In this context, the project “RESILIACT: Resilience-strengthening of local communities through a transnational EU Aid Volunteers capacity building action” addresses climate-related migration challenges and focuses on underlying drivers and providing protections for people on the move. Priority will be given to engaging communities in awareness raising, enhancing protection, building codes and compliance and mainstreaming mobility considerations into adaptation and disaster risk reduction planning at all levels.

    1. The assignment
      1. Objectives

Within the scope of the project, a consultant/firm expert on climate change and migration is needed with the aim of strengthening the capacity of WeWorld-GVC (WWGVC) and its partner organisations, Legal Support for Children and Women (LSCW) in Cambodia and Labour Rights Promotion Network Foundation (LPN) in Thailand, to better respond to climate-related migration challenges and prevent the risk of human trafficking, especially for youth and women.

      1. Key objectives

With this purpose the Expert will:

  • Train the staff of WWGVC, LSCW and LPN on climate change and migration with particular attention to the specific situation in Cambodia and Thailand (causes, effects, impact on migration and mobility, disaster risk reduction planning, mitigation and adaptation measures, outline and analysis of activities and policies of main actors and stakeholders in Cambodia and Thailand, etc.).
  • Contribute to raise awareness of local communities in 3 provinces in Cambodia (Siem Reap, Battambang and Koh Kong) and 2 provinces in Thailand (Trat and Samut Prakan) on the above-mentioned topic.
  • Support the creation of didactic and communication tools (including short videos) to be used in training and informative sessions and awareness raising activities on climate change and migration in the target communities.
      1. Methodology
  1. Exchange Webinar

In the framework of a cross-border exchange that will be organized among the partner organisations, the consultant/firm will provide a webinar capacity building in English to participants from Thailand, Cambodia and Italy.

The capacity building will include the following issues: climate change causes and effects and its impact on migration and mobility in the ASEAN region, particularly between Cambodia and Thailand (current patterns, trends); mapping of climate change vulnerabilities and risks; disaster risk reduction planning, mitigation and adaptation measures; outline and analysis of policies and plans of main public and private actors and stakeholders in Cambodia and Thailand.

Objective

The training aims at providing the organizations involved with additional knowledge and technical skills on climate change and migration to develop new programme/project strategies.

 

Expected Results

  1. Strengthen knowledge and skills of participants on climate change and related migration in Southeast Asia.
  2. Increased knowledge on the actions taken by the Thai and Cambodian government and other relevant public or private institutions regarding migration and adaptation to climate change.
  3. Increased knowledge on notions of territorial approach to climate change and skills on analysis and mapping of climate change risk and vulnerability.
  4. Identified short and long term strategies to improve the resilience of communities within the sub-region, reducing their vulnerability and promoting alternatives to unsafe migration flows.

Deliverables

  1. A training manual and didactic materials in English, Thai and Khmer that can be used to replicate and multiply the capacity building at local level with local facilitators and community mobilizers. The manual should include, besides the theoretical and conceptual part, also some practical exercises.
  2. Presentations (Word/PowerPoint, etc.)
  3. Capacity building report (including a detailed description of the training activity and an assessment on the level of achievement of its objectives and expected results)

 

The event is planned tentatively for May 2020 in webinar.

  1. Awareness raising of local communities in Cambodia and Thailand

With the support of and in coordination with WeWorld-GVC and the partners’ organizations, the Expert will organise and deliver 5 workshops at community level (1 in each of the target provinces of Siem Reap, Battambang and Koh Kong in Cambodia and Trat and Samut Prakan in Thailand).

Involving and accompanying the local staff of the 3 NGO trained during the exchange seminar in Bangkok, the workshops aim at increasing knowledge and awareness in an interactive and participative way of at least 30 community leaders in each of the 5 target provinces in order to be able to identify the risk and vulnerability factors in their communities and the linkage between climate change and unsafe migration, as well as measures to face and reduce it.

In the design of workshops modules and materials the expert will use a participatory-adult education approach in order to empower participants and create a two-way information flow throughout the activity, that goes from the trainers to community leaders and vice versa, feeding the elements of analysis that will be needed to identify risk reduction measures.

The workshops will include the main following issues: local communities’ vulnerabilities, climate change causes, analysis and mapping of climate change risk and vulnerability included its impact on migration and mobility (taking into consideration migrant risks of smuggling, human trafficking and labour exploitation, protection and victim referral systems), disaster risk reduction plans, and adaptation measures.

The Expert will prepare and apply at the beginning and at the end of each workshop a pre and post-test in order to assess the existing knowledge of local communities and its development.

 

 

Objective

Contribute to increase knowledge and awareness of community leaders in 5 target provinces in Cambodia and Thailand in order to be able to identify the risk and vulnerability factors in their communities, as well as measures to face and reduce it.

 

Expected Results

  1. Increased knowledge and awareness of the target group on the effects of climate change and its impact on migration
  2. Analysis and mapping of climate change risk and vulnerability available in the target area, starting from a desk review of existing maps and plans.
  3. Identified adaptation and risk reduction measures to improve the resilience of communities, reducing their vulnerability and promoting alternatives to unsafe migration flows.

Deliverables

  1. A training manual and didactic materials (in English, Thai and Khmer) that can be used to replicate and multiply the workshops at local level with community leaders and local authorities. The manual should include, besides the theoretical and conceptual part, also some practical exercises.
  2. Presentations (Word/PowerPoint, etc.)
  3. Mapping of climate change vulnerability and impact scenarios available in 5 targeted provinces (2 in Thailand and 3 in Cambodia).
  4. Workshops report (including a detailed description of the activity and an assessment on the level of achievement of its objectives and expected results)

 

The activities are planned to be implemented between June and July 2020.

Language: Khmer (Cambodia) and Thai (Thailand).

NB:

Due to the crisis generated by the Covid19 outbreaks in Cambodia, Thailand and worldwide, the schedule for the realization of the workshops will depend on the evolution of the safety conditions in the target areas. In case of impossibility to carry out the workshops in the indicated period, the consultant must however in the meantime provide the strategies and tools for a future execution of the workshops.

  1. Awareness and communication material (including videos)

The Expert will support the creation of awareness and communication tools (including short videos) to be used in training and informative sessions and awareness raising activities on climate change and migration in the target communities, advising and counselling the communication staff and scriptwriters on concepts clarification, message creation, strategies efficiency, etc.

The activity will involve approximately 30 participants from WeWorld-GVC in Thailand and Cambodia, Labour Rights Promotion Network Foundations (LPN) in Thailand and Legal Support for Children and Women (LSCW) in Cambodia. All the organizations involved in the event have extensive knowledge on the risks of irregular migration and have worked for many years towards raising awareness among the Cambodian communities and advocating for migrant rights provincially, nationally and internationally.

 

  1. Awareness raising of local communities in Cambodia and Thailand  

 

  • 90 community leaders of 3 Cambodian provinces (Siem Reap, Battambang and Koh Kong)
  • 60 community leaders of 2 Thai provinces (Trat and Samut Prakan)
    1. Deliverables

At the end of the service, the following documents must be provided:

  1. Training documents and didactic materials both for the seminar and the workshops (in Khmer, Thai and English)
  2. Training evaluation results both for the seminar and the workshops (in Khmer, Thai and in English)
  3. The final report both for the seminar and the workshops (in Khmer, Thai and in English)
  4. Awareness and communication material (document, brochure, video, etc.) on climate change and migration
  5. Mapping of climate change vulnerability and impact scenarios elaborated in 5 targeted provinces (2 in Thailand and 3 in Cambodia)

 

Please refer to the above paragraphs dedicated to each activity for any specific further documents to be delivered by the Expert.

    1. Timing

The service will begin after the signature of the contract between the Expert and WWGVC. The starting date is planned for April 2020. The final report must be delivered within 30 August 2020. Timing can be revised based on the evolution of the Covid-19 crisis.

The Expert will, following the present ToR, propose an estimate of the timetable of the assignment.

    1. Selection criteria

On the basis of a single quotation the candidate has to submit:

  • Technical proposal, inclusive of a methodological approach and a detailed schedule of activities of capacity building plan and awareness
  • Financial offer (expressed in Euro or local currency)
  • CV of Expert/firm
  • Certificate of legal registration

NB: The offer must only contain the total daily cost of the consultancy, including any fees, per diem, accommodation costs, insurance, travels, communication, etc. that may occur during the development of the service.

    1. Payment

Payment will be made as follows:

  • 1st payment of 10%: at the signature of the contract and presentation of the detail work plan and timetable
  • 2nd payment of 30%: at the end of the exchange seminar
  • 3rd  payment of 30%: at the beginning of the awareness raising activities
  • 4th payment of 10%: after the validation of the communication tools and video content
  • 5th and last payment of 20% at the end of the assignment (reception and validation of the final report)
