About the program:

ASEAN–Australia Counter-Trafficking (ASEAN-ACT) continues Australia’s long-running collaboration with the Association of Southeast Asian Nations (ASEAN) to counter human trafficking in our region. The program will principally support the justice response to human trafficking. It will engage all ten ASEAN Member States in some capacity and will establish national-level programming in Cambodia, Indonesia, Lao PDR, Myanmar, the Philippines, Thailand and Vietnam.

 

Objectives

The Policy Dialogue & Partnerships Director - (Pathway 3 Lead) will work closely with the Team Leader as a senior member of the ASEAN-ACT Leadership Team.

The key objectives of this role are to:

  1. Develop inclusive public policy processes to improve ACTIP implementation; and
  2. Contribute to the delivery of the End of Program Outcomes across all program Pathways, with particular responsibility for the achievement of Pathway 3 outcomes.

 

Area of Responsibility

The Policy Dialogue & Partnerships Director - (Pathway 3 Lead) will report to the Team Leader and will be responsible for planning, coordinating and implementing the achievement of End of Program Outcomes under Pathway 3. 

The key area of responsibility will be aiming to ensure that ASEAN Member States justice and related state agencies’ policies and practices are influenced by relevant stakeholders and better aligned with ACTIP, especially in connection to victim rights obligations.  This will include:

  • Supporting the identification and creation of innovative initiatives and dialogue opportunities with stakeholders within and beyond the justice sector for policy dialogue and reform; and
  • Working collaboratively with the ASEAN-ACT Team to support the programs engagement with key partners at both the regional and national levels 

 

Roles and Responsibilities

At the direction of the Team Leader, the Policy Dialogue & Partnerships Director – (Pathway 3 Lead) will be responsible for:

  • Promoting credible and demand-led dialogue and cooperation between diverse stakeholders that supports improvements in justice sector counter trafficking policy and practice;
  • Identifying key state and non-state actors involved in CTIP policy reform and key issues of mutual interest;
  • Develop and establish enhanced mechanisms to promote joint policy dialogue and learning;
  • Support ASEAN-ACT to access international, regional and local lessons learnt and good practice in CTIP, justice reform and development more broadly.
  • Encourage contestability and debate of ideas and approaches to program implementation, policy dialogue, innovation and reform.
  • Assist to identify and assess potential risks to the program implementation and effectiveness
  • Provide written technical input on specialised policy or programming issues as requested.
  • Working collaboratively with the Leadership Team and supporting the ASEAN engagement through the ASEAN Secretariat, DFAT, partners and stakeholders located in the area of responsibility.
  • Fostering a culture that promotes learning, sharing of ideas and analytical thinking.
  • Any other duties, including supervisory responsibility, as requested by the Team Leader

 

Selection Criteria

Qualifications

  • Post graduate qualifications (or a combination of undergraduate and relevant work experience) in a related discipline – international / social development, management, law or justice, or similar.

Essential

  • Experience in senior level management, including a sound understanding of counter-trafficking, development effectiveness, risk management, child protection and safeguards.
  • Extensive knowledge and experience in policy dialogue and evidenced based advocacy approaches
  • Strong facilitation and convening skills at the national, regional and international level
  • Experience in working across sectors and agencies, and with diverse stakeholder groups.
  • Knowledge and experience of Australian Government (specifically DFAT) development programs and reporting requirements.
  • A high-level of verbal and written English communications skills

Desirable

  • Previous experience in justice, governance or counter-trafficking work.
  • Proficiency in an ASEAN language / experience in the region.

Remuneration: ARF C4

Reports to: Team Leader

Location: Bangkok, Thailand, with regular regional travel required
