Consultant for Municipal Waste Management in Hat Yai, Songkhla, Surat Thani, Patong, and Hua Hin

Background

 

WWF Thailand currently implementing No Plastic in Nature Global Initiative in five cities in Thailand. The main objective of the initiatives is to reduce plastic pollution in the targeted cities using the Plastic Smart Cities (PSC) approach. Plastic Smart Cities approach is focusing on plastic pollution reduction in cities by enabling cities to set tangible commitments and share best practices on their plastic waste management. Through PSC, we would engage directly with the cities that comprise the major leakage points for plastic pollution and working together with governments and other stakeholders to urgently improve policy and waste management processes.

 

The main target of the Plastic Smart Cities (PSC) approach is to reduce plastic pollution in designated pilot areas within the five cities/municipalities by 30% by 2030. To achieve the ambitious target, therefore, a scoping study to prepare the baseline information is critically important. The study will be focusing on establishing baselines data for each city, which will serve as a benchmark for monitoring the impact of the PSC approach, as well as identifying local strengths and key issues related to plastic pollution. The baseline study component includes general information about the city, the physical component of waste management, and governance factors (see Appendix 1). Finally, at the end of the scoping study, we need to have an action plan which layout the matrix of key intervention to achieve targeted output in a priority area in a specific time frame

 

This TOR is developed to conduct a scoping study in five cities of Hat Yai, Songkhla, Surat Thani, Patong, and Hua Hin. The TOR would be used as a guideline for a consultant to implement the work and to understand the rationale of the work.

 

Scope of Work

 

The consultant(s) will conduct a rapid baseline study by applying the ‘Wasteaware’ methodology, which is a set of international indicators for Integrated Sustainable Waste Management (ISWM), to evaluate the effectiveness and sustainability of municipal solid waste management in the City Municipalities of Hat Yai, Songkhla, Surat Thani, Patong, and Hua Hin. The consultant(s) can select one or multiple cities to work on.

 

  1. To develop a baseline study based on “Wasteaware” methodology through secondary data analysis, in-depth interviews, and site observations at the cities and waste management facilities, focusing on plastic waste where appropriate (see Appendix 2 and Appendix 3).
  2. To conduct stakeholder mapping on plastic waste management in each city including the informal sector on plastic waste collection, civil society, community group, and government agency.
  3. To map potential leakage areas of plastic pollution in each city.
  4. To develop an action plan for plastic waste management in each city.

 

 

Deliverable

 

The expected deliverables from the baseline study is a baseline assessment report document (30-35 pages max not included, table of contents annexes and map) per city (see Appendix 1).

 

Schedule

 

The baseline assessment is expected to be completed in no longer than 60 calendar days since the contract is signed

 

Submission of Application

 

The interested consultant can submit their technical proposal to execute the work including the time frame of the work and the budget. We will evaluate the consultant based on their approach and the cost associated with the work.

 

Please note that the application should include:

  1. CV of the main consultant
  2. A short proposal outlining the approach, timeline  and work plan of activities
  3. An estimated budget for each city, as selected by the consultant(s)

Soft copies or online links to comparable documents, reviews, or evaluations carried out by the interested consultant(s) will also be an advantage.
