1. BACKGROUND

The US Agency for International Development (USAID) has invested significantly in reducing forced labor and trafficking in persons (TIP). Notably, the USAID Asia Counter Trafficking in Persons (USAID Asia CTIP) Program is a five-year $21.5 million investment that promotes regional collaboration and response to TIP. Additionally, the USAID Thailand Counter Trafficking in Persons (USAID Thailand CTIP) Program, a five-year, $10 million investment specifically focused on reducing forced labor and TIP in Thailand. The USAID CTIP programs seek to assist the private sector, specifically operators in the Thai seafood industry, towards reducing vulnerability to human trafficking in the Thai seafood supply chain.

USAID Asia CTIP and USAID Thailand CTIP formally partnered with the private sector to pursue mutual goals to reduce worker vulnerability to unfair labor in Thailand’s seafood supply chain.  The partnership focuses on three key activities:

• • Improve connectivity at sea and workers’ voice on vessels
  • Establish an effective response protocol for the industry
  • Industry adoption of ethical recruitment practices

2. SCOPE OF WORK

USAID Asia CTIP and USAID Thailand CTIP (USAID CTIP programs) is looking to contract the services of a videographer to create animations and edit, from raw footage and purchased B-roll, a final high quality video (no more than 5 minutes long). This video should explain key areas of the private sector partnership between a private sector company and USAID CTIP programs; amplify key messages of private sector engagement to combat trafficking in persons; and raise awareness of the possible trafficking issues on board fishing vessels.

The final video will be used within private sector forums to highlight partnership activities and increase awareness. The content should highlight to other private sector partners how the partnership was developed, how it functions and the three key approaches / workstreams it entails.

USAID CTIP programs will provide the videographer with raw files, high resolution pictures and video and key messages, but he/she will be expected to contribute to the creative design process. The videographer will also take full responsibility for the technical part of the video design and editing process and postproduction, including developing animation, handling the copyright and/or any other intellectual rights regarding illustration and other graphic pictures to be included in the design, if needed.

3. OBJECTIVES

The goal of this consultancy work is to produce a visually effective and high-quality video to illustrate the private sector partnership (PSP) between USAID and a private sector company.

The video will contain:

A short description about the background and objectives of the PSP between a private sector company and CTIP programs;

A mix of video footage, stills, and infographics and animation

Representative infographics and/or illustrations of the PSP.

4. CONSULTANCY PERIOD

The production of the video and related animations will take place from August to mid-September 2020 for approximately 10 full working days.

5. DELIVERABLES

At the end of consultancy period, the videographer will be required to provide:

• • One final edited video up to 5’ long
  • Raw footage of video context footage
  • Full rights to the video
  • 5 infographics, animations or other appropriate tools.

6. QUALIFICATIONS

The candidate for videographer is expected to meet the following qualifications:

5. Outstanding video design and editing skills;
5. Experience as a videographer with thorough technical knowledge (ability to operate, configure, set up and fix video, audio, lighting, or other production equipment. Must be familiar with the equipment and able to troubleshoot problems);
5. Experience creating animations and infographics;
5. Experience in digital post production software to be able to edit raw footage, insert subtitles and closed captioning in compliance with Section 508, graphics, other on-screen text, and special effects into a video.
5. Proficient in English and Thai;
5. Experienced in producing public outreach activity videos for non-profit organizations, especially with the USAID as main funding entity;
5. Proven ability to work in multicultural environment with a professional work ethic, integrity and initiative;
5. Ability to work under pressure and meet tight deadlines;
5. Knowledge of trafficking in persons and/or private sector engagement is a plus.

7. APPLICATION PROCESS
