As an international cooperation enterprise for sustainable development with worldwide operations, the German government owned Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH operates on behalf of German Ministries, the governments of other countries and international clients. GIZ has a record of more than 60 years working in Thailand.  We are currently looking for a Project Advisor to support our project on “ASEAN health emergency response and recovery (COVID-19)”.

Despite efforts by respective ASEAN Member States (AMS) to contain the spread of COVID-19 and mitigate its effects, the outbreak is still on the rise. As the number of COVID-19 infections increases, the health sectors in ASEAN are increasingly struggling to cope with limited capacities and inadequate supplies. While significant progress has been made in preparing for and responding to public health emergencies in the ASEAN region, gaps continue to exist between and within countries in the region. In some of the countries, poverty remains the most important determinant for health status, mainly for marginalized and vulnerable groups, including those living in remote, isolated, mountainous or island communities. Given past experiences, major public health emergencies can exacerbate public health situation and be counterproductive to national development and regional integration. The integration of emergency preparedness and public health measures is therefore essential for the ASEAN community.

 

The main project objective is to strengthen regional coordination to respond and recover from COVID-19 and other public health emergencies. It aims to ensure that public health emergency initiatives are coordinated regionally; and public health emergency preparedness and response is integrated in ASEAN community building measures. The project works together with the Health Division of the ASEAN Secretariat (ASEC), as well as the EOC Network (ASEAN Emergency Operations Centre) for public health.

 

  1. Responsibilities

The project advisor is responsible for

  • Providing conceptual and technical guidance in the implementation of the project, including consultation processes with ASEC and the EOC
  • Managing project implementation and coordination with ASEC
  • Contracting and steering of short-term consultant contracts as well as quality control
  • Organization of regional capacity building events / workshops (virtual or in-person)
  • Supporting the development of project proposals and processes of public private partnerships
  • Monitoring and reporting of project progress and results to ASEC

  • Provides advisory services: identifies capacity gaps, develops recommendations, and joint action plan for implementation
  • Guides the technical discussions with the ASEC and EOC
  • Steers the involvement of consultancies and short-term experts, develop terms of reference and work assignments, assure quality of deliverables, and align results with partner needs
  • Leads the design, planning and facilitation of regional workshops, seminar / webinars (virtual or in-person)

  • Coordinates implementation of activities with ASEC 
  • Develops and updates project action plans together with Health division of ASEC, including budget plans
  • Coordinates and contributes to the drafting of project proposals for future funding by ASEAN or other sources
  • Follows up and monitors the project progress (technical and budget) & impact towards the targeted indicators

 

  1. Required qualifications, competences and experience

Qualifications

  • Bachelor’s degree or equivalent in Health Sciences, Public Health, Healthcare or other relevant discipline.

 

Professional experience

  • At least 5 years of professional consulting experience with at least 2 years working in a senior managerial position preferably in the area of public health
  • Experience in working in the ASEAN context and cooperation experience with the ASEAN Secretariat 

 

Other knowledge, additional competences

  • strong managerial and organisational competence
  • very good working knowledge of English; a knowledge in German is an asset but not required
  • experience in project management and multi-stakeholder management
  • managerial experience in contracting and familiarity with the preparation of budgets and other administrative tasks of project management
  • experience in the development of training and/or educational programs preferred
  • good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • willingness to travel regularly within the country and possibly in the ASEAN region
  • able to work independently and be a team player and able to integrate him/herself with all relevant partner institutions

This will be a fixed-term contract, starting as soon as possible and running until September 2021 with the potential of an extension.
