Finance and Operations Manager, Laos MCHN Activity:

Position Summary

RTI International’s Global Health Division is currently accepting applications for a Finance and Operations Manager for an anticipated USAID-funded Maternal, Child Health & Nutrition (MCHN) Activity opportunity in Lao PDR. The new project will build on USAID’s and Government of Laos investments in maternal and child health to improve health and nutrition outcomes of the most underserved segments of the population through a targeted health system strengthening approach. The project will support the Government of Laos (GoL) address priority issues that hinder equitable access and quality of reproductive, maternal, newborn, child, adolescent health and nutrition (RMNCAHN) services, to scale up evidence based RMNCAHN interventions and test realistic innovations to improve health outcomes.

The Finance and Operations Manager will provide oversight for all financial and administrative aspects of the project. They will manage the finance and administration team, will be a part of the project’s senior management team, and will report directly to the Chief of Party (COP). It is envisaged that this position will work closely with all senior leadership team members. The position will be based within the national project office in Vientiane and local travel will be required.

Primary Responsibilities:

  • Oversee the finance and administration functions and ensure compliance with RTI and USAID procedures.

  • Oversee finance, operations, human resource management, logistics, procurement, administration and information technology (IT) support to the project.

  • Work closely with the COP, technical staff, pertinent regional and home office staff and appropriate USAID staff, when necessary, to ensure project resources are effectively and efficiently budgeted, analyzed, disbursed, monitored and reported in achieving project objectives and results.

  • When necessary, work closely with key RTI staff, government officials, contractors and USAID staff to ensure full compliance with local laws (i.e., taxes, shipping, customs, registration) while integrating with current systems and procedures.

  • Provide training and guidance to field staff and COP on managing project expenses for annual work plan and contract budgets.

  • Oversee preparation and submission of monthly financial statements (including expenses, receivable and payables).

  • Ensure timely submission of expense reports, bank reconciliations and wire transfer requests to corporate headquarters in the US.

  • Prepare monthly, quarterly and annual expenditures and prepare pipeline estimates for the project.

  • Prepare biweekly cash requirements, monitoring cash flow and reconciles cash accounts in order to maintain appropriate cash balances.

  • Manage and monitor performance of office petty cash system.

  • Work with the project staff to document and book cost share requirements each month, if needed.

  • Work with HQ-based financial manager to review monthly financial reports and supporting documentation.

  • Supervise project finance and operations staff.

Required Skills and Qualifications:

  • Master’s degree and 6 years of experience in business administration, accounting, finance, or related field;

  • At least 4 years’ experience in international donor-funded financial and administrative management, with a minimum of 3 years of senior-level responsibility for managing administration and finance aspects of USAID-funded projects/programs;

  • Experience with finance management, accounting and auditing, procurement and the establishment of internal controls; administration of grants, including monitoring of grant compliance and management, preferred;

  • In depth knowledge and practical understanding of USG administrative, management and reporting procedures and systems; experience overseeing finance and administration for a USAID-funded contract of a similar size and complexity is highly desirable;

  • Experience with strategic program planning, annual work planning and budgeting;

  • Experience managing successful teams working in multiple locations/field offices;

  • Excellent interpersonal, written and oral communication, supervisory, leadership and managerial skills;

  • Proficiency in MS Excel, Word, PowerPoint and Access plus working knowledge of accounting and procurement software (particularly QuickBooks) is preferable;

  • Professional proficiency in spoken and written English is required; and in French preferred.

  • Laos nationals encouraged to apply; international/regional experience is considered an asset.
