About the program:

ASEAN–Australia Counter-Trafficking (ASEAN-ACT) continues Australia’s long-running collaboration with the Association of Southeast Asian Nations (ASEAN) to counter human trafficking in our region. The program will principally support the justice response to human trafficking. It will engage all ten ASEAN Member States in some capacity and will establish national-level programming in Cambodia, Indonesia, Lao PDR, Myanmar, the Philippines, Thailand, and Vietnam.

 

Objectives

The implementation of ASEAN-ACT’s 2021 Annual Work Plan involves the establishment and administration of multiple grants and partnership agreements with non-state agencies to target key priority policy areas for partnerships and policy dialogue in response to trafficking in persons in the ASEAN region.

The objective of the position is to support the Operations Manager (OM), Policy Dialogue & Partnerships Director (PD&PD) and other managers with responsive and efficient management of ASEAN-ACT’s grants and agreements, including the areas of grants administration, monitoring and evaluation, financial management and support to grantees where required.

 

Roles and Responsibilities

  • Assist the PD&PD to formulate terms of reference, scope of services and specifications for each grant or agreement.
  • Assist with establishment of the grants management system, including providing advice or recommendations on required functionality and updates as required.
  • Manage the grants management system including ensuring that all relevant data is entered into the system and updated as required.
  • Utilise the grants management system for all stages of the grant management life cycle, including tracking milestones, monitoring expenditure, providing advice around tranche payments, identifying causes for variations/amendments and providing related advice to the PD&PD and OM.
  • In close collaboration with the OM, MEL and finance teams, monitor grant and agreement budgets, and review financial and narrative reports to ensure accurate reflection of progress, deliverables and milestones.
  • Facilitate interactions with grant and agreement partners to maximise the quality of deliverables and provide advice and support as required.
  • Communicate in consultation with the PD&PD and OM any issues and concerns relating to grantee performance and implementation.
  • Provide inputs on grant management in preparation for major deliverables such as annual plans or the operations manual.
  • Review partner milestones/deliverables, facilitate inputs from the PD&PD or other managers, provide feedback to grantees on required improvements, and monitor implementation of agreed actions and next steps.
  • Provide briefings to new grantees on DFAT compliance policies including due diligence, risk and fraud and safeguards, and identify any training or capacity building required.

 

Selection Criteria
Qualifications and Experience

  • Experience in overseeing grant selection processes.
  • Experience in administering grant management manuals and systems in accordance with all Commonwealth and DFAT laws, rules and policies.
  • Experience in providing advice and guidance to grantees in relation to program management, grant management, budget management, risk management and fraud prevention.
  • Strong interpersonal skills and the ability to effectively communicate.
  • Stakeholder engagement skills and the ability to collaborate effectively.

Desirable

  • Demonstrated understanding of DFAT requirements in relation to child protection, gender equality and social inclusion and other cross-cutting issues.

 

Position Status: National Position

 

Duration: 12 months (with possibility of extension up to the limit of the head contract).

 

Reports to: Operations Manager

 

Location: Bangkok, Thailand
