Job Title: Human Resource (HR) Officer
Reports to: Country Director
Location: Bangkok, Thailand
Starting date: Immediately
Contract duration: 1 year with possible extension depending upon funding availability
PURPOSE:
The Human Resource (HR) Officer, Country Office Thailand is responsible for the overall Human Resource management and operations of JRS Thailand according to the HR Policy and local requirements, and reports to the Country Director.
RELATIONS:
The Thailand HR Officer reports to the Country Director and works closely with the Project Directors and the Country Office Team. This role provides direct resources for employees and supports the teams in the Country Projects, and auxiliary support to the Regional Office when needed.
KEY RESPONSIBILITIES:
HR Administration
- Establish and maintain an effective, efficient, professional and transparent human resource (HR) management and operational work of JRS Thailand, ensuring consistency and uniformity in the implementation of the HR policies and guidelines, and promoting the mission of JRS Thailand.
- Provides HR services to the JRS teams in Thailand by building up trusting relationships that uses a professional and confidential way of proceeding.
- Coordinates with JRS Regional Office and International Office, any JRS HR policies and procedures.
- Facilitates the recruitment and selection process for all in-country hires including: preparation of HR documentation (current and accurate job description); circulation and posting of job opportunity; reception of applications; preparation and arranging interviews; monitors the selection process; and recommends salary scale and hire for Country Director’s approval.
- Creates orientation process and coordinates with Project Directors and Country Office a suitable probationary process and appraisal (review).
- Assists with personnel administration, annual appraisal and contract documentation, including preparation of contracts for all team members, for Project Director/ Country Director approval.
- Provides exit interview information, process, and separation as part of the JRS Mission.
- Keeps personnel files updated and with accurate information and secures all personnel files as confidential.
- Negotiates the annual review of Insurance Policies and renews the policies for the common good.
Inter-departmental coordination
- Assist with the Finance Office with monthly payroll related activities (annual leave, sick leave) in accord with labour law.
- Provides Administrative support and accurate record keeping for ongoing formation and development programmes and training sessions for annual compliance of JRS HR policy.
- Acts as Child Safeguarding Officer and PSEAH Officer for JRS Thailand.
- Acts as the Code of Conduct Officer and Conflict Management Officer for JRS Thailand.
- Acts as Security Protocol Officer and Management for JRS Thailand.
- Reviews and assists in drafting HR policy, JRS policies and guidelines, that are integrated into the orientation programme for the Mission.
- Assist the Projects in ensuring compliance and information for Government Ministries for NGO status.
- Direct supervision of Country Office Hospitality.
- Perform other tasks as required by Country Director.
Qualifications and Experience
- A Bachelor’s degree or international equivalent in accounting, business administration, finance or related field.
- At least three years of relevant experience in human resource management, preferably in an NGO.
- Advanced knowledge of MS Office, OneDrive – including Word, Excel, Access and Outlook.
- Thai nationality, able to work in multicultural environment.
- Good command of English and Thai Languages both writing and speaking.
