The ICRC Regional Delegation in Bangkok seeks to fill the following position:

 

ImpEx Officer, based in Bangkok

 

We are looking for a spirited team player with a can-do attitude to join our dynamic team.

 

ICRC Bangkok Regional Delegation is seeking to appoint a talented and experienced ImpEx Officer, reporting to Logistic Country Manager. The ImpEx Officer ensures that all imported, exported and in-transit goods are moved in line with the Custom regulation in force. S/he can advise on all issues related to movements of goods in transit, imported or exported (ImpEx) and liaises with Governmental Bodies and Customs’ Officers. ACCOUNTABILITIES AND RESPONSIBILITIES:


Import and Export clearances arrangements

  • Handle the customs formalities in coordination with customs authorities, clearing agents and colleagues from Supply Chain and Logistics for all incoming and outgoing shipments in line with Thailand law and customs rules;
  • Coordinates with transport activity in order to timely release of the exported cargo and the purchases to be delivered to the Free Zone;
  • Together with ICRC Quality control unit, Pharmacist and Internal Clients, follow up and coordinate with relevant Governmental Bodies or Ministries for the authorizations for importing goods intended to the ICRC use and activity.
  • Manage the Import and Export of Personal Effects of the expatriate staff;
  • Preparing and processing invoices related to preparation of customs declarations for incoming & outgoing ICRC shipments. 

 

Exemptions, Registrations, Extensions and Renewals

  • Ensures that the required documentation is correctly established in order to cleared (and exempt whenever possible) the received items;
  • Processes and forward to the different authorities (Custom department, Traffic department, Telecommunication office, Ministry of Health, etc.) the various forms required.
  • Coordinates customs clearance after reception of Foreign Affairs Ministry exemption for special consignments (IT material, Personal effects, etc.);
  • Whenever needed, coordinates with the relevant authorities import permission for medical equipment, food items, seeds, and drugs. Ensuring samples, if required, are submitted for testing and quality control and the follow up;
  • Registers of ICRC vehicles upon reception. That also applies for expatriates’ private vehicles.

 

Miscellaneous:

  • Maintains day-to-day communications on pending files with the Logistics staff and all concerns.
  • Together with the ICRC responsible department, follow up and coordinate with Customs, Standard & Metrology Office, Traffic, Telecom, or any government authority for the imported items submitted to a specific regulation (Drugs, Telecom, IT materials, Armoured Vehicles, etc.)
  • Support the delegation and the Logistic Support Center (LSC) with regards to the customs issues and updates supervisor(s) on customs rules and regulation.
  • Maintains a constructive dialogue and be supportive with all departments.
  • Makes a proper follow-up on documentary requirements and on the delivery status of the shipments.
  • Participates actively in the internal logistics meeting and informs accurately on the active files.

 

Administration, filling, and archiving:

  • Files and proper handling of all the documents related to the ImpEx task
  • Archives the files in a cabinet on a regular basis and within same month
  • Submits supplier’s invoices to Finance in timely manner
  • Uses the proper tools e.g. Outlook, STM, and other communication channles for all correspondence and handless and closes every request once completed.
  • Maintains and monitor the Import-Export records on the ICRC ERP tools (JDE Oracle).

 

Office Activities

Reporting

  • Reports on the occurred problems without any delay to the Logistic Country Manager (LCM);
  • Establishes weekly progress reports on status of shipments.
  • Updates JDE, Profile and other databases.
  • Attend to the meeting(s) to report ImpEx activity and issues and, advise eventual inquiries for the next shipment to plan.
  • Provides daily feedback to the LCM on all activities related to the work.

 

Administration

  • Establishes coherent ImpEx files that fulfil the criteria to receive tax returns and to document transport activities.
  • Perform administrative work is on time (SR and OD procedures, financial forecast on transport, payment of invoices, etc.)
  • Knows, applies and complies with all the administrative procedures linked to his/her work (financial time reporting, follow up on freight payments and eventual container deposits and demurrage) keeps the files up-to-date at all times.
  • Draft claims related to ImpEx operations and submits to the Manager.

  • Establishes proper files allowing to track back Customs issues.

 

Treatment of information

  • Registers and treats information (quotations and privileged freight concessions) accurately and confidentially
  • Maintains regular contacts with potential clearing agent and Freight Forwarder incl. transport associations and establishes minutes for proper follow-up

 

Support to the LSC and Other departments

  • Be able to brief ICRC Logistics’ newcomers about Customs rules and regulations.
  • Participates actively in the internal logistics meeting and informs accurately on the active files.
  • Adhere to existing working practices, methods, procedures, and respond positively to new and alternative systems

 

Support to the Delegation

  • Support the delegation with regards to the customs issues
  • Responds efficiently to all ICRC’s inquiries with regards to Custom, Minister of Foreign Affairs, or any government authority.
  • Be able to advise other departments on operations planning in term of Import – Export regulations and procedures.

 

 

YOUR PROFILE

  • Bachelor of Business Administration, Logistics, Supply Chain, or related fields. 
  • 4 years’ work experience in a similar field with excellent knowledge of the law and regulation
  • Fluent in written and spoken English
  • Excellent computer skills
  • Confirmed capacity to implement general ICRC procedures
  • Organized, accurate and methodical person, able to work independently, taking initiative and having a good understanding of ImpEx activities.
  • Strong interpersonal skills, sense of responsibility, due diligence, and strong analytical skills.
  • Valid driving Licence and proven ability to drive.
