1.Background and Context
LEAP II Project
The Local Engagement to Advocate for Peace phases II (LEAP II) in the Deep South of Thailand is funded by the European Union and co-funded by Save the Children Netherland. The project’s implementation period is 36 months between, November 2019 and November 2022. It is the continuing project from LEAP phase I (LEAP I) conveying its legacy in addition to more activities concentrated on child participation in the peacebuilding process and advocacy work on Child Safe Space (CSS). Capacity building for CSOs in the area is still one of the project’s main components with a more sustainable approach. Besides, LEAP II maintains the trust information-based approach by supporting children and youth leaders to conduct their own research. The result of the study will be used, along with the developed Child Safe Space procedure, to advocate with three prominent influencers in the territory: government offices, religious leaders, and the Civil Society Organisations (CSOs) network.
The overall objectives of the project actions are to empower children and youth as agents of change who contribute to the promotion of safer environments, improved child protection and increase social cohesion in conflict-affected communities. The objectives will be supported by strengthening civil society to promote an enabling environment for increased child and youth participation, improved child protection and the enhancement of the voice of children and youth, specifically, CSOs working with youth
SC intends to conduct a final (external) evaluation of the LEAP II project to generate substantive evidence-based knowledge by identifying and documenting good practices and lessons learned from the project interventions’ intended impact and unintended consequences. This evaluation is intended to assess the extent of change that has taken place in the lives of targeted children, the capacity of LEAP II partners and network, related policy changes, sustainability of its programme, and identify the challenge and limitations of creating Child Safe Space and Child Participation environment in the Deep South region of Thailand. The results from this evaluation will be beneficial in providing recommendations for the Thai government, project partner, and stakeholders, as well as future strategies for Save the Children to improve the work with children affected by violent conflict in the Deep South Thailand. Additionally, it will bepotential opportunities for partners to sustain and strengthen their technical capacity for adults and children to participate in conflict mitigation process at the community level and higher. The results will define key learning and lead to the design of the next phase of the future child protection and child participation programmes. To ensure objectivity and credibility, the evaluation is to be led by an external Consultant who has made no prior commitment or contribution to the project. The evaluation is expected to take place from October 2022 – December 2022

The Consultant will be required to undertake consultation with the SC MEAL Coordinator and the Child Protection Technical Expert at the commencement of the assignment in order to further refine the evaluation questions.
Scope: The target population of this evaluation include 5 CSO implementing partners, community members in the 15 communities under the PSUAAV implementation area, children, youth and community members representative from 10 communities implementing Advocacy projects (equal gender balance). CSO partners and youth are located in Pattani, Yala and Narathiwat provinces.
