Napneung is a collaborative research project led by the Faculty of Associated Medical Sciences at Chiang Mai University. It is funded by L’Initiative - Expertise France. The Project Coordinating Center is based in Chiang Mai, Thailand.

Objectives of the consultancy

The overall objective of this consultancy is to develop the building blocks for an effective advocacy strategy to implement and integrate Napneung service delivery model within the existing Thai national health system. 

Specific objectives of the consultancy are:

1. To generate a better understanding of the advocacy environment
2. To produce tool to support advocacy planning and implementation
3. To strengthen capacity of the Napneung workforce

Deliverables
The selected consultant will be responsible for the preparation of the following deliverables:

1. Final project workplan
2. Presentation of preliminary findings from stakeholder mapping and SWOT analysis
3. Stakeholder mapping and SWOT analysis report
4. Facilitate advocacy strategy development workshop
5. Advocacy strategy document
6. Key messages report
7. Facilitate capacity building workshop for Napneung staff
8. Mission report

The reports will include a short introduction, a description of the methodology, a presentation of the key findings, as well as recommendations for consideration. The report will include annexes that cover interview questions and a list of key informants as well as other relevant materials.

All deliverables will be submitted in English, though the consultant should have capacity to engage with Thai government officials.

Tasks
The consultant will be responsible for the implementation of the following tasks:

      - Attending the inception meeting with the Napneung team
      - Submission of the workplan
      - Conducting a desk review of relevant materials
      - Conducting key informant interviews with Napneung staff
      - Conducting key informant interviews with external stakeholders
      - Analyzing data
      - Presenting preliminary findings
      - Preparing stakeholder mapping and SWOT analysis report
      - Preparing advocacy strategy development workshop
      - Facilitating advocacy strategy development workshop
      - Develop advocacy strategy document
      - Develop key messages report
      - Preparing advocacy training workshop
      - Facilitating advocacy training workshop
      - Develop mission report

Qualifications

      - At least 15 years of experience of international experience in communications and advocacy
      - At least 10 years of experience working on HIV-related health communications
      - At least 5 years of experience working with key populations affected by HIV
      - Effective facilitator capable of engaging audiences
      - Demonstrated capacity to develop complex advocacy strategies
      - Demonstrated capacity to facilitate participatory planning
      - Demonstrated capacity to share knowledge and skills and build capacity
      - Knowledge of the Global Fund program in Thailand will be considered an asset
      - Excellent oral and written communication skills
      - Capacity to work under pressure
      - Fluency in Thai and English and capacity to work in multi-cultural settings
