Community Partners International (CPI) is a U.S. nonprofit organization dedicated to empowering vulnerable communities in Asia to meet their essential health, humanitarian and development needs. Founded by U.S. doctors in 1998, the organization has grown to serve more than one million people each year. Community Partners International focuses on helping communities affected by conflict, violence, and displacement, in remote and hard-to-reach contexts, and marginalized by poverty and exclusion.
The Local Empowerment and Resilience Network (LEARN) Activity is a 5-year, USAID-assisted project that aims to empower citizens and communities in southeast Myanmar by developing and strengthening collaboration between civil society, ethnic service providers, and local administration/community-established governance structures to increase local agency, encourage social cohesion, and address community needs and concerns.
CPI is currently seeking three qualified candidates for the position of Program Manager (Local Partnership) for the LEARN Activity. Each Program Manager will manage subgrants to 1-2 consortium partners, and will be responsible for providing program management oversight to the respective LEARN consortium partner and their local implementing partners, particularly focusing on strategy development, technical assistance coordination, and ensuring strong collaborations between project stakeholders. The Program Manager will track the technical assistance strategy, respond to capacity strengthening needs of local implementing partners, monitor progress and compliance, conduct quality assurance, and contribute to evaluation and reporting on the progress of LEARN activities in line with agreed upon milestones and USAID rules and regulations.
Primary Responsibilities
Ensure that the respective consortium partner(s) is in compliance with USAID rules and regulations and with the performance expectations outlined in their work plan and within their contractual agreements
Provide leadership and supervision of LEARN program activities in the respective consortium partner(s)’ project sites, and liaise with LEARN technical staff on identified needs
Establish, strengthen, and sustain good working relationships/coordination with USAID, consortium partners, local implementing partners, other donors and agencies, and other project stakeholders
Facilitate implementation and tracking of subgrants by the respective consortium partner(s) to ensure that supported activities can contribute to the achievement of LEARN objectives and the agreed upon milestones
Prepare and maintain profiles of subgrants by consortium partners and facilitate mapping of USAID-assisted activities under LEARN
Manage requests for support and technical assistance from the respective consortium partner(s) and their local implementing partners, and track responsiveness and progress, in coordination with LEARN technical staff
Support the proposal development processes (technical narratives, budgets, work plans, MEAL plans, etc.) of the respective consortium partner(s)’ local implementing partners
Carry out a first line review and editing of monthly and quarterly reports from consortium partners before submission to the Local Partnerships Director for consolidation
Make programmatic recommendations to LEARN key personnel based on observations, assessment reports, performance statistics, and other available data
Coordinate with the LEARN MEAL team to ensure that program MEAL data and lessons learned are collated, analyzed, interpreted, and used to inform programmatic decisions
Facilitate timely submission of consortium partners’ documentation to LEARN Finance & Grants staff for processing
Represent CPI and the LEARN project in key technical working groups and coordination bodies
Prepare talking points and background information required for USAID or other stakeholders in collaboration with the LEARN communications team
Facilitate the learning objectives of LEARN, including any assessments, surveys and research, in coordination with the project’s MEAL and technical teams
Contribute to LEARN knowledge sharing platforms to strengthen the evidence basis of LEARN interventions and share best practices with stakeholders.
Ensure that relevant information is shared/communicated across LEARN project teams, CPI departments, consortium members, and local implementing partners
Develop and monitor costed work plans to ensure that all planned project activities are executed and deliverables are submitted to USAID on time.
Ensure that all project activities and expenditures are in line with CPI’s and USAID’s policies, priorities, and standard procedures.
Regular Responsibilities
Financial Management
Monitor and oversee that respective consortium partner(s) are using budgets according to workplans, CPI finance policy and guidelines, and USAID rules and regulations
Ensure that there is no fraud or misuse of donor funds
Actively participate in internal and external audits when required
Review and track respective monthly Budget Vs Actual expenditure together with the LEARN finance team, and lead any necessary corrective actions
Human Resource Management
Provide support to program team members and provide managerial oversight of direct supervisees
Lead the recruitment and on-boarding of program team members in collaboration with the HR team
Ensure the program team members’ personal and professional development, and arrange any necessary training(s) for team members
Operations and Administration
Ensure that LEARN is responsive to requests for procurement support by the respective consortium partner(s), and that all LEARN logistics and procurement procedures are in compliance with CPI’s procurement policy and guidelines, as well as USAID rules and regulations
Work closely with CPI’s logistics and procurement team to effectively procure and deliver supplies and equipment to CPI offices and project sites
Provide administrative support before and during office/site visits, including for visitors from USAID, CPI headquarters, or local implementing partners
Ensure that all organizational policies and procedures are in place and followed by LEARN program staff
Ensure that all assets for the LEARN project are documented and updated
Have overall responsibility for LEARN staff safety and security in accordance with CPI’s policies for humanitarian and emergency response
Organize regular project team meetings and inter-departmental meetings as needed
Partner Support
Facilitate donor report preparation by collecting, compiling, and analyzing reports from the respective LEARN consortium partner(s)
Provide any necessary technical assistance and program management support to the respective consortium partner(s)
Conduct routine supervisory site visits and provide trainings for partners in response to any identified needs
Essential Skills
Master’s degree in management, public health, public administration, development studies, or other relevant field
Minimum seven years of professional experience in program management, especially in humanitarian response or development programming as part of an international organization
High proficiency in written and spoken English
Strong experience in program management, stakeholder management, finance and grants management, and team management skills
Excellent coordination, collaboration and communication skills with diverse teams, multiple stakeholders, and local partners.
Able to work well in a multicultural setting
Able to establish priorities in a time sensitive environment and meet deadlines with strong attention to consistency, detail, and quality
Comfortable working with a variety of partners and navigating complex relationships
Resourceful to resolve problems and take the initiative to find solutions
Flexibility to allow for travel, variable working hours, and some modifications of tasks and responsibilities as team and project needs change
Preferred skills:
Prior experience working with USAID or for a USAID grantee, and familiarity with USAID rules and regulations
Prior experience working with ethnic service providers and CSOs in southeast Myanmar
