Community Partners International (CPI) is a U.S. nonprofit organization dedicated to empowering vulnerable communities in Asia to meet their essential health, humanitarian and development needs. Founded by U.S. doctors in 1998, the organization has grown to serve more than one million people each year. Community Partners International focuses on helping communities affected by conflict, violence, and displacement, in remote and hard-to-reach contexts, and marginalized by poverty and exclusion.
The Local Empowerment and Resilience Network (LEARN) Activity is a 5-year, USAID-assisted project that aims to empower citizens and communities in southeast Myanmar by developing and strengthening collaboration between civil society, ethnic service providers, and local administration/community-established governance structures to increase local agency, encourage social cohesion, and address community needs and concerns.
CPI is currently seeking a qualified candidate for the position of Technical Manager (Program Quality Specialist) for the LEARN Activity to support the implementation of technical assistance, system strengthening, and quality improvement interventions in line with LEARN aims and objectives, milestones, work plan activities, and local stakeholder goals. The Technical Manager will oversee the day-to-day technical direction of essential service delivery, humanitarian assistance, and community development and resilience activities. The Technical Manager will lead the identification of models and approaches that enable quality assurance and quality improvement of multi-sectoral humanitarian and development programming that are locally relevant and sustainable, and that support scale-up.
Primary Responsibilities
Identify the technical needs of consortium members and local implementing partners, and provide ongoing technical assistance in the planning, implementation, and evaluation of multi-sectoral interventions
Advise, create, and facilitate training programs to enhance the technical knowledge and performance of consortium partners and local implementing partners.
Lead the development and updating of protocols, standard operating procedures, training manuals, and tools in line with global best practices and adapted to the regional context, and ensure that all resources are accessible on LEARN’s knowledge-sharing platforms
Establish robust feedback mechanisms and proactively incorporate feedback from consortium members and local implementing partners to continuously improve the project’s technical resources
Maintain an up-to-date roster of qualified technical experts and trainers, and commission additional resources/training as required from consultants and external agencies
Oversee and support quality assurance methods to ensure the technical quality of project implementation, deliverables, and knowledge products
Assist locally-led training programs with preparing for accreditation through locally, regionally, and internationally accepted accreditation agencies/institutions based on partner demand
Champion opportunities for joint training for ethnic service providers and CSOs in southeast Myanmar
Advocate for integrating gender and inclusive development and diversity, equity, and inclusion into technical and operational tasks and activities
Provide technical input to program design sessions, work plan development, etc.
Contribute to project reporting, work planning, budgeting, and deliverables, as required
Provide inputs for the preparation of briefs, presentations, knowledge-sharing platforms, and other informational materials, as required
Other tasks as delegated/assigned by the Technical Director
Regular Responsibilities
Establish, strengthen, and sustain good working relationships/coordination with USAID, consortium partners, local implementing partners, other donors and agencies, and other project stakeholders
Represent CPI and the LEARN project in key technical working groups and coordination bodies
Facilitate the learning objectives of LEARN, including any assessments, surveys and research, in coordination with the project’s MEAL and technical teams
Ensure that relevant information is shared/communicated across LEARN project teams, CPI departments, consortium members, and local implementing partners
Ensure that all project activities and expenditures related to Enhanced Learning are in line with CPI’s and USAID’s policies, priorities, and standard procedures.
Essential Skills
Master’s degree in management, public health, public administration, development studies, or another relevant field
Minimum 5-8 years of professional experience in managing and implementing QI activities for donor-funded programs
Demonstrated abilities in a range of QI models and methodologies
Expertise in delivering QI training to stakeholders at multiple levels through both mentoring and more formal training approaches
Fluent in written and spoken English and Burmese
Excellent coordination, collaboration and communication skills with diverse teams, multiple stakeholders, and local partners for the design and implementation of QI initiatives
Able to work well in a multicultural setting
Able to establish priorities in a time-sensitive environment and meet deadlines with strong attention to consistency, detail, and quality
Comfortable working with a variety of partners and navigating complex relationships
Resourceful to resolve problems and take the initiative to find solutions
Flexibility to allow for travel, variable working hours, and some modifications of tasks and responsibilities as team and project needs change
Preferred skills:
Prior experience working with USAID or for a USAID grantee, and familiarity with USAID rules and regulations
Prior experience working with ethnic service providers and CSOs in southeast Myanmar
