Hire consultant for online platform content in Comprehensive School Safety Framework - CSSF
Plan International Thailand proposes to leverage on the success of the Chiang Rai Model to 3,600 schools in 12 provinces in northern Thailand, through Outcome 1) developing and piloting a CSSF platform to facilitate e-learning and Comprehensive School Safety Framework
- CSSF certifications, Outcome 2) building CSSF capacity for 3,600 schools in 12 provinces and Outcome 3) enhancing education policies and actions to address CAY needs on school safety inclusive of ensuring CSSF platform is ready for national scale up.
Building on the success of the Chiang Rai model, in which CSSF was launched and implemented in 50 schools within one province, Plan International will introduce the Safe Schools models and minimum standards to 12 provinces in northern region via The CSSF Platform. The new phase will leverage current capacities and experience to further replicate a successful implementation and establish ‘CSS community of practice’ in these provinces. The CSSF Platform is a web-based learning and evaluation tool for Comprehensive School Safety Framework (CSSF) to be co-designed by Plan International Thailand, MOE - OBEC and MOI - DDPM, and the CSSF Online Platform Expert team that will target school teachers from at least 3,600 schools in 12 provinces.
The hired consultant will prove that content, curriculum module and M&E tool in CSSF will be an effective tool for scalability, due to;
its decentralised approach for CSSF implementation at school level for which the responsibility and workload of the regional offices of DDPM will be cascaded to provincial or district level of DDPM offices
its flexibility for contextualisation and updates since materials can be added or adapted to the changing needs.
In addition, the hired consultant develops the content of curriculum module and M&E tool in CSSF that will enable other government and CSO stakeholders in Thailand to ensure school safety scale up at an unprecedented speed. The content of curriculum module and M&E tool in CSSF will target to at least 3,600 schools in northern Thailand within the same timeframe and potentially scaled up nationwide based on approval from donor within the project period.

The hired consultant and Plant International Thailand will conduct a meeting with northern Thailand MOI - DDPM office centre areas: 15 - 10 - 8 and MOE - OBEC offices in Chiang Mai, Chiang Rai, Kamphaeng Phet and Lum Pang. The agenda will include;
introduce and agree on the content of curriculum module and M&E tool in CSSF design,
review existing materials (curriculum on safe School & Community Bases Disaster Risk Management - S&CBDRM standard, Education in Emergency, Child Protection in Emergency and Gender In Emergency, climate change, etc) and contextualise to each of the 12 provinces.
The hired consultant and Plan International will also conduct meetings with 20 representatives of DDPM regional centre areas: 15, 10 and 8 and OBEC offices in Chiang Mai, Chiang Rai, Kamphaeng Phet and Lampang. This meeting is aimed at ensuring the stakeholders recognise the importance of participating in developing content, curriculum module and M&E tool in CSSF pilot, e.g. reprioritising other workload of schools with the schools to incentive increased attendance to the CSSF platform and to raise awareness and support for online school & community evaluation.
The hired consultant will create the content of curriculum module and M&E tool in CSSF for school and community capacity building: Climate Change, School & Community Based Disaster Risk Management, Education In Emergency, Child Protect In emergency and Gender In Emergency.
The hired consultant will work with Plant International Thailand and CSSF Online Platform Expert team to develop the CSSF platform IT system, including digitalisation of training curriculum, online dashboard for stakeholders monitoring, etc. During the project period, the CSSF Online Platform Expert team will assist in monitoring the information for provincial working groups, but will gradually transfer the role to DDPM and OBEC as project progresses. Upon completion of the development of the platform, Plan will convene a hybrid (on- and offline) event to launch the platform, to schools identified in consultation with the relevant OBEC and DDPM.
Capacity building for Safe School Working Groups - SSWGs to takeover CSSF platform administration
Plan International will work with CSSF Online Platform Expert team on establishing an operation manual of the CSSF platform system and the dashboard. The manual will be introduced in a workshop to enable at least 30 representatives from 12 Safe School Working Groups - SSWGs and other relevant government stakeholders including OBEC-SPC to be able to administer, maintain and update the CSSF platform and its contents once the project is completed.

The CSSF Online Platform Expert team will be the IT programmer and designer system of CSSF online platform. The hired consultant must be developing the content, curriculum module and M&E tool in aligned with the designed CSSF online platform by the CSSF Online Platform Expert team.

identifying specific roles and responsibilities at provincial level, the project will work with provincial working groups and seek their participation to identify roles and responsibilities in alignment with respective stakeholder’s mandates to introduce CSSF to more than 3,000 schools in Northern Thailand. At the schools and community levels, schools and teachers will be incentivised (through certification) to roll out the CSSF to their contexts and establish Committees that will be instrumental to creating safe education space for children and youths.
linking to quality technical resource materials available to implement suggested strategies, to operationalize the framework. The project will make available training materials that are adapted to Northern Thailand context for teachers and schools to access, learn and be able to implement the CSSF within their contexts. The CSSF platform, on which the materials are hosted, will be made available to government and CSO stakeholders who can adopt or adapt the materials according to their needs.
provide research, learning and knowledge management support via GADRRRES website and in cooperation with UNDRR’s Prevention Web: The project will link with UNDRR through CSOs network and share the learning from large-scale implementation in Northern Thailand. Plan International will also promote the knowledge behind the CSSF platform including materials and the source codes, to the network, for easy replication in other regions of Thailand.
Plan International Thailand and hired consultant committed to ensure the rights of those who participating in developing content, data collection or analysis are respected and protected, in accordance with our Plan International’s Ethical Framework and Child and Youth Safeguarding Policy. The developing content and data collection team will be briefed on the child and youth safeguarding policy and sign on consent form before the developing content curriculum module, M&E tool in CSSF and/or data collection taking place. Expected Qualifications
Excellent writing skills in English and Thai.
Applicants can be an independent consultant team or researcher (s) from a university/research institute or consultancy firm based in Thailand.
Significant professional background with experience in conducting learning curriculum, content module, guideline, M&E tool and demonstrated strong understanding of climate change, disaster risk reduction context, comprehensive school safety, child protection in emergency and gender in emergency.
Previous experience in conducting similar work for INGOs or international donors will be preferred
Interested applicants should provide a proposal covering the following aspects:
Detailed response to the ToR with proposed details of methodology.
Action plan detailing how the work will be done and how the objectives and deliverable above will be met, including proposed timeline.
