WHO ARE WE?

Kenan Foundation Asia, a regional non-profit development organization based in Bangkok, Thailand, working in partnership with companies, governments, academia, and committed individuals to empower people with the knowledge, technology, and skills necessary for a better future.

Kenan Foundation Asia (Kenan) is implementing the USAID-funded Enhance Activity in Thailand, as a consortium partner under the prime contractor Tetra Tech International Development. Kenan and Tetra Tech are seeking applications for a Program Assistant to assist with Enhance project implementation in the Deep South region of Thailand, and will be based in Yala.

DESCRIPTION OF THE USAID ENHANCE ACTIVITY

The USAID Enhance Activity (Enhance) aims to strengthen citizen-centric local governance in Thailand. Interventions under this Activity will lead towards more accountable and responsive local governance, increasing partnership among local stakeholders and the Royal Thai Government (RTG) agencies in support of plans for innovation, and promote successful efforts to other localities.

Working in close coordination with USAID/RDMA, RTG agencies, and key partners, Enhance will accomplish this through three primary objectives:

1. Strengthening capacity of local governments and non-governmental stakeholders in citizen-centric governance
2. Strengthening communications, networking, and learning among government and non-governmental stakeholders to increase innovations that will amplify citizen voice and accountability in local governance; and
3. Ensuring wider adoption and/or institutionalization of successful local innovations that support citizen-centric governance.

POSITION DESCRIPTION/SUMMARY: The Program Assistant is responsible for supporting program mainstreaming and implementing citizen-centric local governance, working with local government counterparts and non-governmental stakeholders in the design, overseeing the implementation, and monitoring of technical activities in the Deep South region of Thailand.

This position will also be responsible for providing technical assistance to promote citizen and civil society involvement in local governance by effectively advocating needs and interests with local government authorities. The Program Assistant will support work towards all activity objectives, and will report directly to the Senior Program Manager, based in Yala. This is anticipated to be a five-year assignment ending in August 2027.

RESPONSIBILITIES:

• Coordinate with key stakeholder to support the implementation and monitoring of activities in the project’s target areas of the pilot and scale up phases of the project, including capacity building of local government staff and nongovernmental partners, and the youth citizen-centric lab model
• Assist the Program Manager to develop the scopes of work and work plans for the implementation on Enhance’s activity across the three objectives
• Facilitate the program activities, including arrange training, workshops, meetings, data collection, and activity monitoring.

• Engage and maintain contact, collaborative, and productive relationships with key stakeholders in priority Enhance locations.
• Prepare activity progress report and provide key input for project report and communication

QUALIFICATIONS

      - Bachelor’s Degree in social studies or development is required
      - Minimum 3-year experience in project and stakeholder management
      - Experience in working in the Deep South region preferred
      - Demonstrated ability to work in partnership with project stakeholders to build relationship, maintain networks, and  work collaboratively with key stakeholders to develop a mechanism to achieve project goal      -
      - Work well as a part of a cohesive field team to support network building efforts
      - Excellent organizational and group facilitation skills
      - Fluent Thai and working knowledge of English
