Community Partners International (CPI) is a U.S. nonprofit organization dedicated to empowering vulnerable communities in Asia to meet their essential health, humanitarian and development needs. Founded by U.S. doctors in 1998, the organization has grown to serve more than one million people each year. Community Partners International focuses on helping communities affected by conflict, violence, and displacement, in remote and hard-to-reach contexts, and marginalized by poverty and exclusion.
CPI is currently seeking a qualified candidate for the position of Senior Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager. The Senior MEAL Manager will oversee MEAL activities in order to generate robust evidence as part of the project’s adaptive management systems, including assessments/surveys and routine data collection of project indicators; cross-learning across consortium partners; accountability to beneficiaries, donors, and other stakeholders; document retention; capacity strengthening of project staff and local implementing partners; compliance with donor MEAL requirements; and reporting of MEAL data to the donor.
Primary Responsibilities
Contribute to the development, implementation, and routine updates of the project’s MEAL tools, approaches, frameworks, and databases, including (but not limited to) the Theory of Change and narrative, log frame, and MEAL plan.
Ensure application of standardized MEAL tools and approaches across the project’s partners and activities in line with the donor’s MEAL requirements and the project’s MEAL plan.
Provide technical review and support across all MEAL components of the project.
Support the Strategic Information Lead by coordinating with MEAL focal across all project partners to compile all required MEAL data for donor reporting, in order to ensure timely and accurate submissions to the donor as per the agreed-upon reporting schedules
Support routine monitoring of the progress of project implementation by conducting monitoring visits, data quality audits, and review of implementation reports.
Lead the organizational capacity assessment related to MEAL of project partners and local implementing partners
Strengthen the capacity of project staff, consortium partners, and local implementing partners (ethnic service providers, CSOs) in the collection and analysis of routine project data, data management, and data quality control measures.
Contribute to project-wide assessments and surveys including baseline, midline, and endline evaluations, including recruitment, training, deployment, and management of data collection teams
Contribute to the development and implementation of a project dashboard for MEAL data
Support adaptive management practices that will ensure that lessons learned from implementation, assessments, and community feedback mechanisms are incorporated into implementation by analyzing data and communicating key findings based on the project’s MEAL activities in regular meetings with partner staff
Foster a learning environment and contribute to knowledge management within the project
Provide managerial oversight to a team of MEAL Managers and Senior MEAL Coordinators, and support MEAL team workplan and budgeting processes (monthly, 6-monthly, and annually)
Coordinate with technical and cross-cutting specialists to ensure that robust and participatory beneficiary accountability and feedback mechanisms are established, used, and reported against
Ensure that project data are protected and shared according to CPI and donor policies
Recommend the use of ICT solutions for MEAL, as appropriate
Any other relevant tasks assigned by the Strategic Information Lead (supervisor)
Essential Skills
Master’s degree in public health, epidemiology, statistics, governance, development, public policy or other relevant fields.
At least seven years of relevant MEAL work experience in humanitarian and/or development programming
Strong track record in developing and implementing MEAL systems
Strong knowledge/experience of quantitative and qualitative project evaluations
Strong report writing and data visualization skills, with the ability to present MEAL findings clearly
Some proficiency in statistics and statistical software (e.g., Stata/SPSS/R and Atlas.ti/NVivo)
Fluency in Myanmar and high proficiency in written and spoken English
Self-motivated and able to work independently
Highly organized and able to work to deadlines
Confident and cooperative, even under pressure.
Able to quickly develop a strong understanding of the local cultural and political context, and be able to motivate others and work successfully within these contexts.
