Terms of Reference: Graphic Designer for OHW-NG Annual Report

1. Expected Duration and Description: November 15, 2022 to December 15, 2023

The Consultant will provide a short-term service as Graphic Designer assisting the Program Manager and the Monitoring, Evaluation, and Learning (MEL) Officer to lay out a report using a template and style guide provided by SEAOHUN. The services shall include:

1. transfer of text into the layout from Word documents 50 pages total;

2. based on documents provided by SEAOHUN, design of a graphic representing “One Health and Higher Education in Southeast Asia,” icons, and other visual elements;

3. identification of suitable illustrative photos from among those supplied by SEAOHUN based on relevance to subject, composition, technical quality of the image, and other artistic considerations;

4. when needed, identification of suitable illustrative photos from online commercial sources such as Shutterstock for review and possible purchase by SEAOHUN;

5. discuss in English with reviewers and reflect their inputs in the layout, with guidance from SEAOHUN focal point; and

6. incorporation of edits to laid-out text.

The consultant will report to the SEAOHUN focal point for this work.

2. Ultimate Result of Assignment

The final output is a report section, an estimated 48 to 52 pages long, each page is letter-sized (8.5” X 11”), horizontal spread is 17” X 11”, with a section front and back cover, optimized for visual display, in PDF and Adobe InDesign formats.

3. Expected Outputs

The consultant will provide the following deliverables during the contract period:

1. Proofreading-ready layout in PDF format: November 30, 2022

2. Submission-ready layout in Adobe InDesign format and PDF format: December 15, 2022

3. All altered photos, designed icons and visual elements in digital vector formats, optimized for visual display.

The consultant may be asked to revise some text or elements during the period of thirty (30) days after submission.

4. Payment Tranches

The payments will be made within ten (10) working days after the ready layout is submitted and accepted.

5. Evaluation Criteria

Academic Qualifications: Degree in fine arts, design, or related field.

Experience: At least 5 years’ experience in lay-out and design of publications for development organizations, including production of technical graphs, figures, icons, and infographics. Prospective vendor must submit own samples of the following: a) laid out technical reports; b) icons or infographics with description of their meaning; and c) other relevant materials that can show potential to provide this service. Familiarity with USAID branding guidelines is highly desirable, familiarity with SEAOHUN visual identity guidelines is an asset.

Language: Very good command of written and spoken English, capable of discussing proposed designs and improvements to lay out.

Work Ethic: Quick turnaround of outputs, close coordination with client during design phase.
