Project Officer (PO)
Work location: Chiangrai province

Background:
Under the Project Manager (PM), the Project Officer (PO) coordinates all aspects of implementation of the M-FUND project in the project area of Chiang Rai. He/she coordinates all activities related to the program promotion, planning, implementation, and monitoring. The PO works closely with the team Medical Officer (MO). He/she supervises the Field Administrative and Finance Officer (FAFO), and recruits, trains, leads, supports and monitors the M-FUND Community Workers (CW) and Community Relays (CR), and possible other new staff in the future, in the project area. He/she coordinates all collaborations with project partners.
Main tasks and responsibilities:
- Project implementation and management.
- Organize, lead and coach the team of CWs and CRs for promotion of M-FUND, enrollment and renewals into M-FUND.
- Participate also in the activities of promotion of M-FUND, and occasionally enrollment and renewals of members.
- Develop monthly plans of M-FUND activities in the project areas.
- Participate actively to the monitoring and assessment of the program and its indicators.
- Monitor specifically, and discuss with the PM, MO and M&E Officer the medical events that are provided in partner hospitals and covered by M-FUND.
- Occasionally visit patients who are admitted in partner facilities.
- Prepare activity reports for the project areas.
- Participate with the PM and the President (Pst) to the strategic orientation and development of the activities in the project areas.
- Partnerships and representation.
- Develop and strengthen collaboration with all stakeholders and project partners in Chiang Rai province (partner hospitals, partner government officials/offices, private clinics, NGO partners).
- Act as a lead liaison with the local health facilities, in coordination with the PM and the MO.
- Actively participate in NGO, INGO, and CBO cluster meetings in the designated area, as and when required.
- Participate if needed, to identify and build relationship with potential local stakeholders.
- As required, prepare project documentations and other promotion materials to develop or promote cooperation among teams and with partners.
- Operations management
- Oversees with the FAFO the financial activities related to transfers of memberships from CWs and partners to DLP.
- Oversees also with the FAFO the process of recording, management and reporting of financing/expenses of the project and its operations.
- Coordinate the recruitment, the orientation and training of new CWs and team members as the program expands.
- Ensure that all organization policies are adhered to in the office and project field.
- Act as field Security Focal Point.
- Coordinate and participate in the preparation or implementation of stakeholder meetings and trainings.
- Oversees the local purchases and logistics for the project activities.
- Miscellaneous
- Contribute photos, success stories, activity updates for communication activities.
- Other assignments as requested by the PM and Pst.
Qualifications required:
Education:
University degree in public health, international development, social sciences, or finance/economy. Additional qualification in micro-finance or micro-insurance a plus.
Work Experience:
- At least 3 years’ experience as a project officer, including experience in the development of projects in poor resource settings.
- Experience in health projects for migrants or refugees along the Thai-Myanmar border a strong plus.
- Experience in a project of health micro-insurance or microfinance a plus.
- Experience with electronic data management systems.
- Experience in analysis and synthesis of project data and indicators. Experience in developing project reports.
Skills and competencies:
- Fluent in Thai and English. Good command of Burmese or Karen a strong plus.
- Positive attitude towards (health) micro-insurance schemes.
- Ability to effectively supervise and build capacity of team members.
- Ability to operate in a multicultural team environment.
- Good command of Microsoft Office tools, and other (internet-based) applications.
- Excellent verbal and written communication skills.
- Energetic, highly motivated.
- Goal-driven, details and quality oriented.
- Excellent planning and organizational skills, able to set priorities, as well as flexible.
- Able to work under strict timelines and pressure.
- Diplomatic.
Working Environment:
The position is based in Chiangrai province, and may require some travel to implementing partner sites in other provinces/locations.
