Call for Proposal “National Consultant to conduct data analysis and draft report for final evaluation and endline KAP survey assessment - Voice of Youth (VoY)Project”
VSO seeks to recruit a consultant to conduct a final evaluation of the Voice of Youth (VoY) project in Thailand.

Background to VSO and the Voice of Youth (VoY) Project
Voluntary Service Overseas (VSO) has been working in Thailand for over 50 years to improve the lives of the most marginalized, and since 2013 has been implementing its Volunteering for Development (V4D) program to empower citizens, especially youth, to take part in the sustainable development of Thailand. The VfD approach entails that implementation is guided by seven key approaches referred to as VfD pathways. These are: Inclusive, Engagement, Accountability, Resilience, Safeguarding, Volunteering, and Policy and Advocacy. These pathways frame the manner in which implementation on the ground takes place.
Recognizing the important role that youth can play in the development of their country, including in localizing and achieving the Sustainable Development Goals (SDGs), VSO, Puey Ungphakorn School of Development Studies (PSDS) and Why I Why Foundation (YIY) partnered to address challenges that hinder youth ability to participate in development and governance. The Voice of Youth project (VoY) was set up as means to enable youth participation in these processes. The project aimed to improve capacity of youth led civil society organisations (YLCs) by empowering them to become agents of change, and support their demands for an enabling environment to participate in Thailand’s development and governance. The VoY project is implementing in eight provinces namely Chiang Mai, Chiang Rai, Phayao, Lamphun, Phrae, Khon Kaen, Maha Sarakham, and Yala) with 10 youth groups.
The specific objective for this project is for young people in Thailand to effectively participate in and contribute to the sustainable development and governance of their communities and country. This will contribute the project’s overall objective of young people having an enabling environment and the capacity to drive poverty and inequality reduction and the achievements of the SDGs. VoY worked directly with YLCs, capitated, supported and enabled them to drive the agenda and lead work in their communities, from the design to the implementation and monitoring. In so doing, youth were primary actors driving the desired change.
Intended outcomes of this project are
The intended users of this final evaluation and endline KAP survey assessment include:
- Voice of Youth (VoY) project and global teams from VSO,
- Government of Thailand counterparts,
- Donor (specify),
- Development partners, and
- The public and primary actors.
Information from the final evaluation and endline KAP survey will be used to:
- improve future project design and implementation,
- ensure accountability, and
- increase knowledge and understanding of the benefits and challenges of similar interventions in future.

Prior to the start date, VSO will organise an introduction meeting with selected consultant in order to provide the basic information of the project, the data collection process, and discuss the workplan. This can be organised either face to face or with the online platform depend on the circumstance.
Evaluation Budget
The assignment has been allocated a budget ceiling of THB 250,000. All work related to this assignment, including travel related to data collection, cannot exceed this amount. VoY youth groups are available to support some data collection activities.
