About the project

 

Urban Light is seeking a Financial Management Expert (facilitator/organization/team) to assist with the redesign of Urban Light’s Financial Management Policies, Procedures.

 

Role and Responsibilities

 

  • To provide training / training materials on Accounting and Reporting Standards and Tax Law in Thailand

  • To review policies, procedures, and processes

  • To revise documents as necessary, and make suggestions for further improvements

  • To revise and reformat the system for keeping track of financial documents

  • To check on the accuracy of financial documents as required

  • To provide a summary of improvements made so far, and any concerns that Urban Light must address

 

Specific Duties

 

  • Schedule meetings with Urban Light Staff

  • Deliver thorough, engaging, and easy-to-understand training / training materials

    • Accounting and Financial Reporting Standards in Thailand

    • Tax laws relevant to registered Non-profit Foundations in Thailand

    • Information on Social Security and related laws

  • Review Urban Light’s Financial Documents for FY 2022

  • Provide spot checks on Financial Documents from previous years

  • Provide advice on the Quickbooks accounting system/similar systems for financial reporting

    • Review Urban Light’s Chart of Accounts

    • Make suggestions for improving the Chart of Accounts

    • Review Urban Light’s planned income and expenditure

    • Ensure that relevant staff can enter income and expenditure into the accounting system

    • Provide advice and training on the accounting system (Quickbooks/similar)

    • Provide UL staff with the knowledge and tools to fully utilize the accounting system

  • Provide technical advice on how to streamline financial and accounting processes to reduce the workload for implementing staff

  • Review and revise UL’s Finance Forms and Standard Operating Procedures (SOPs)

    • Financial Management SOP

    • Procurement SOP

    • Human Resources SOP

  • Other duties as recommended by the Financial Management Expert

Selection Criteria

 

  • Excellent Computer Skills

  • Experienced in using Quickbooks/similar accounting software

  • At least 5 years of relevant experience

    • Working in a position directly related to Finance and Accounting

    • Working at a registered Non-profit Foundation in Thailand

  • Experience working with Accountants and Auditors in Thailand

  • Excellent knowledge of Thai laws related to tax, social security, and Non-profit Foundations in Thailand

  • Capacity to work independently

Child Protection and Safeguarding

 

Risk Level: Medium – This work will involve some visits to Urban Light’s Drop-in Center.

All parties are required to adhere to Urban Light’s Code of Conduct (see below)

 

Code of Conduct

All staff, part-time staff, interns, volunteers, and visitors are required to read, sign, and adhere to Urban Light’s Child Protection Policy. Part-time staff, interns, volunteers, and visitors will not be left alone with Urban Light clients under any circumstances

 

  • All discussions and documents relating to this Terms of Reference will be treated as confidential by the parties.

  • The successful candidate must have the current right to work legally in Thailand in this capacity

  • The Consultant is expected to act at all times in a manner consistent with the values of Urban Light and in compliance with the organizations policies and procedures including Urban Lights Child Protection Policy

  • Adherence to Urban Light International policies and procedures is required, including signing and abiding by the Staff Code of Conduct

  • The successful applicant will be required to have in place insurance arrangements appropriate to provision of the requirement in this Terms of Reference.

Interviews will be conducted in Thai or English, by telephone / video call, and then in person

Applications will close at 5 pm ICT time on Friday 11th November 2022

 

Rate of Payment

 

Your work plan should include rates of payment, and these should be tied to specific milestones.

 

Schedule for Payment

 

Urban Light Foundation (Thailand) reserves the right not to make payment until specific deliverables have been completed.

 

Once each deliverable is complete, the contractor/organization must provide an invoice. Urban Light Foundation (Thailand) will transfer payment within 7 days of receipt of the invoice and will require receipts from the contractor/organization providing the service.
