The ICRC Regional Delegation in Bangkok seeks to fill the following position:

 

Humanitarian data management officer, based in Bangkok

 

We are looking for a team player with a can-do attitude to join our multi-cultural team

 

ICRC Regional Protection Data Office (RPDO) is seeking for a talented and experienced Humanitarian data management officer, reporting to the senior regional data manager in Bangkok. The countries covered by the RPDO are Afghanistan, Bangladesh, Cambodia, India, Indonesia, Malaysia, Myanmar, Nepal, Pakistan, Philippines, Sri Lanka, Thailand and the Pacific Islands. The position entails support to the Protection teams in the region with monitoring and improving the quality of data in the ICRC databases, as well as providing training and coaching to the users. ACCOUNTABILITIES AND RESPONSIBILITIES:

  • Monitors the coherence and consistency of data generated by the Protection units in the region, considered as protection data, by running data controls on the ICRC protection databases and by coaching the teams in the region in data management and working procedures.
  • Assists in the promotion of globally developed policies, rules and procedures, to the region, related to protection data management.
  • Identifies problems and makes recommendations to support the region in improving data processing, including the organization of the paper and electronic filing and archiving.
  • Supervises that the access rights of users in the databases are in line with their role and responsibilities.
  • Technical focal point of the protection databases in the region: solving technical problems, support deployments and upgrades, advises on the optimal use of the different functionalities.
  • Provides analytical reporting on protection data by country, regional and global level for evidence-based decision making.
  • Contributes to the organization of workshops, trains and briefs colleagues on protection data management.
  • Sharing data management expertise within the network of ICRC advisors.
  • Supports with response to emergencies in our region – including field visits in the region.

YOUR PROFILE:

  • University Degree and/or higher education degree in Data and Information Management, Library or Archive management, Social and human sciences, or a related field. Qualifying professional experience may be accepted.
  • Minimum three years' work experience
  • Professional command of English
  • Strongly motivated by humanitarian work
  • Responsible, good organizational skills, creative and precise
  • Strong analytical and evaluative skills
  • Competent in giving training and presentations
  • Willingness to learn new technology
  • Knowledge of and working experience with relational databases
  • High sense of discretion in dealing with confidential information and experience working with personal data is an asset
  • Knowledge of MS Dynamics, MS Report Builder, SQL or Visual Basic programming languages, data-analysis software is an asset
  • Willingness to travel in all the countries covered by the Regional Protection data Office
