Position Title: Senior Finance Officer

Duty Station: Bangkok, Thailand

Classification: Long-term professional

Desired Start Date: December 1, 2022

 

Chemonics seeks a Senior Finance Officer for  multi-USAID-funded projects based in Bangkok, Thailand. Chemonics International is a US-based international development consulting firm operating in over 80 countries. The Senior Finance Officer ensures that all financial transactions are in accordance with Chemonics financial policies and procedures. They will ensure that all payments/disbursements, accounting, and financial records are made in accordance with the Generally Accepted Accounting Principles, Chemonics policies and regulations, and donor (USAID) rules and regulations. They must demonstrate the ability to use sound business judgment in assuring that all records to the financial system are accurate and necessary for the operations of the Chemonics Thailand office. They must ensure that all government taxes and other obligations are deducted and paid on time. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

 

Specific Tasks and Responsibilities

The Senior Finance Officer will have the following tasks and responsibilities:

  • Review payment vouchers, cash receipts vouchers, and journal vouchers according to Chemonics policies and procedures as well as Thai government rules and regulations.
  • Review journal entries for different kinds of settlements, including training documents, and post them in ABACUS database.
  • Review journal vouchers for deposit in the bank for the wire transferred from Chemonics headquarter, attaching bank advice.
  • Ensure that all advance transactions are journalized, posted, and recorded to the staff’s respective accounts.
  • Ensure that staff has cleared outstanding advances before processing any additional advance requests.
  • Follow up on outstanding advances on a monthly basis.
  • Review all the documents submitted by staff to settle their advances, make sure all the documents are genuine, and investigate any relevant questions raised or addressed to the Operations and Finance Director.
  • Review payroll reports and advance requests prepared by the service provider.
  • Ensure timely payment of staff payroll as well as remittance and filing to the governmental units, as mandated by local labor laws.
  • In collaboration with team leaders, prepare monthly fund requests.
  • Assist the Operations and Finance Director in the solicitation/identification process of the external auditors. Prepare all required documents for audit purposes.
  • Perform other duties which are in line with the scope of the position as assigned by the immediate supervisor.

 

Qualifications

  • Bachelor’s degree in accounting or related field from a recognized institution.
  • Minimum of ten (10) years of relevant work experience required.
  • Demonstrated knowledge of USAID rules and regulations or experience in a similar role on large donor projects is required.
  • Ability to work independently, take initiative, and meet deadlines with attention to detail and quality.
  • Demonstrated intermediate computer skills in Microsoft Office Suite applications and accounting software.
  • Demonstrated leadership, versatility, and integrity.
  • Professional fluency in written and spoken English and Thai is required.
  • Thai nationality is required.
