Terms of Reference

for a Full-Time Advocacy Officer

 

Background

Thailand’s ‘AIDS Zero’ goal requires breaking the chain of HIV transmission. To achieve this goal, deploying the “Test-and-Treat” strategy is needed: people living with HIV who are on efficient antiretroviral treatment do not transmit the virus any longer. However, this strategy is not sufficient because individuals recently infected with HIV are not immediately diagnosed and treated, and they can transmit the virus to others before they are treated. To further interrupt HIV transmission, individuals at high risk of HIV acquisition must access enhanced prevention methods such as Pre-Exposure Prophylaxis (PrEP) in addition to the traditional methods.

HIV testing is the common entry point for both HIV treatment in case of infection and PrEP in case of high risk of infection. The full potential of the “Test-and-Treat” and PrEP strategies can only be released if access to HIV testing is improved. The Napneung program develops methods to simplify and streamline HIV testing and case management. The Napneung service delivery model is currently implemented in Chiang Mai, Chiang Rai and Phayao provinces.

Napneung is a collaborative research project led by the Faculty of Associated Medical Sciences at Chiang Mai University. It is funded by L’Initiative - Expertise France. The Project Coordinating Center is based in Chiang Mai, Thailand.

 

Responsibilities

Reporting to the Project Director, the Advocacy Officer will be responsible for supporting the overall implementation of advocacy activities to facilitate integration of the Napneung service delivery model within local systems at local, provincial and national levels. The specific duties responsibilities assigned to the Advocacy Officer include:

  1. Oversee and facilitate the development, implementation, monitoring and evaluation of the Napneung advocacy strategy
  2. Prepare monthly action plans
  3. Identify and engage key stakeholders who can support project integration
  4. Organize relevant advocacy meetings, including logistics and coordination
  5. Maintain contact with key stakeholders to leverage their support for project integration
  6. Present Napneung project findings, results and lessons learned to relevant stakeholders
  7. Leverage strategic project data to support advocacy
  8. Oversee development of relevant reports and materials to support advocacy
  9. Use relevant channels to disseminate information about the Napneung project
  10. Oversee and provide guidance to relevant consultants
  11. Contribute to regular project monitoring and reporting
  12. Any other tasks assigned by the Project Director

This is a full-time position until 30 September 2023. This position can be office-based, remote-based, or a combination of both. Frequent travelling within Thailand is expected.

 

Qualifications

      - Graduate degree in social sciences, public health, medicine, or another relevant field
      - Deep understanding of Thai government health structures and systems
      - At least 15 years’ experience working within donor agencies
      - At least 10 years’ experience working on HIV, viral hepatitis, and/or other communicable diseases
      - Demonstrated capacity to mobilize funds for health responses
      - Capacity to prepare advocacy reports and document results of activities
      - Demonstrated capacity to work with vulnerable populations
      - Ability to work under pressure
      - Excellent oral and written communication skills
      - Fluency in English and Thai
