The ICRC Regional Delegation in Bangkok seeks to fill the following position:
FAS Programme Adviser, based in Bangkok
We are looking for a spirited team player with a can-do attitude to join our dynamic team.
The Armed Forces and Security (FAS) Programme Adviser assists the FAS Delegates in implementing the FAS programme, including planning, carrying out, assessing, and following up FAS activities. S/he maintains contact with authorities, mainly military or security bodies but not only, at various levels, and participates in meetings with different contacts, in a leading or supporting role.
ACCOUNTABILITIES AND RESPONSIBILITIES:
- Assists the FAS Delegate/delegation in understanding all operating military and law enforcement structures; to this end, monitors the political and security situation and specific groups/players and regularly updates mapping of military and law enforcement agencies.
- Supports the FAS Delegate in drafting the FAS Strategy and integrating it in the annual planning exercise (Planning for Results), in compliance with the delegation's main operational priorities and strategy.
- Is in charge of administrative tasks of the unit and the preparation and follow-up of the unit’s budget.
- Prepares, conducts, assesses, and follows up dissemination activities with the military or police forces on international humanitarian law (IHL), international human rights law (IHRL) and ICRC activities; this includes organizing and preparing dissemination materials and reporting.
- Maintains and updates the stock of different ICRC publications needed for FAS activities.
- Represents the FAS Delegate in his/her absence.
- Contributes to developing and consolidating the ICRC's network of contacts within the military and security forces.
- Contributes to providing FAS-related advice to the delegation on security (law enforcement) matters, including ongoing military operations (if relevant).
- Supports the delegation in FAS-related matters, at his/her level of expertise.
YOUR PROFILE:
- University degree or professional diploma
- Legal studies an asset.
- Military/police or civil servant background is an asset
- 3–5 years of professional experience
- Good knowledge of the geographically assigned environment a must.
- Fluent in English, another language an asset.
- Computer proficiency.
