Position Title: Risk and Reporting Manager

Duty Station: Bangkok, Thailand

Classification: Long-term professional

Desired Start Date: As soon as possible

Closing Date: 2 December 2022

 

Chemonics seeks a Risk and Reporting Manager (RARM) to support several USAID-funded projects based in Thailand. Chemonics International is a U.S.-based international development consulting firm operating in over 80 countries. Our mission is to promote meaningful change around the world to help people live healthier, more productive, and more independent lives.

 

The RARM will work in close coordination with the technical and program implementation teams and implementing partners as well as USAID staff to ensure the project is adequately prepared to respond to safety and security risks impacting the program staff and activities. These risks include those associated with operating project activities within conflict areas of Myanmar.

 

The RARM provides specific input to the design, management, implementation, and oversight of the project’s activities from a risk perspective and will conduct continuous assessment of different types of risks to program activities and provide guidance and recommendations regarding risk mitigations.  

 

The RARM will be responsible for working with project and partner staff both in Thailand and Myanmar to track all incidents that are linked to the project activities and ensuring that all identified risks and incidents are escalated in a timely manner to the chief of party (COP), project management unit (PMU), and security management unit (SMU). They will outline lessons learned and mitigation measures leveraging the full spectrum of available programmatic and research-based data to create, in coordination with the program team and USAID, products that demonstrate the program’s strategy, impact, presence, and preparedness for rapid risk mitigation.  

 

This position will be responsible for contributing to the program’s strategic direction beyond solely risk mitigation by utilizing analysis of local context and conflict trends to inform project activities and maximize the target outcomes/objectives while ensuring mainstreaming of conflict sensitivity. This analysis will be utilized to inform both client engagement and program strategy.  

 

The RARM position will report to the COP or designee. They will be based in Mae Sot district, Thailand. Other locations may be considered on a case-by-case basis.  

  

The RARM will adhere to and act in accordance with Chemonics’ professional code of ethics, ‘Living Our Values’, and will make the principles of the code a part of the project’s culture and operating procedures. They will also foster and maintain good and professional relations with prospective and actual partners, grantees and vendors, will disclose any affiliations that could be perceived as a conflict of interest, and will maintain confidentiality regarding program activities.  

 

E. Principal Duties and Responsibilities 

  • Ensure the project is provided with timely and reliable safety and security information and valid analysis to support programmatic decision-making on risk management for project activities both in Myanmar and Thailand.  
  • Manage and regularly update the project’s risk assessment and mitigation framework including the risk register in compliance with standards, regulations, and procedures required by donors and Chemonics.  
  • Identify and analyze perceived, actual, direct, and indirect threats, and develop/update risk analysis and mitigation measures. Utilize threat analyses to forecast trends and conflict shifts that may impact project strategy or activities.  
  • Mentor downstream partners to ensure understanding of all risks associated with activities, and that partners develop a robust risk management approach in line with the project risk management policy. 
  • Work closely with the project office technical team and partner staff to evolve their capacity in risk analysis and reporting so that they can report all program-related incidents to the COP, SMU, and donor in a timely manner, including training programs and continuous capacity building activities.  
  • Participate in regular check ins with the SMU to go over updates to the security situation and any project impacts. 
  • In coordination with the SMU, provide input to, and manage the implementation of a strong journey management plan to support staff safety while traveling for project purposes.
  • Assistance with identifying and facilitating sites for secure meetings with counterparts.
  • Network with other organizations, including the United Nations Department of Safety and Security (UNDSS), Overseas Security Advisory Council (OSAC), and other implementing partners to understand the security situation and be able to make relevant recommendations.  
  • Maintain an accurate and timely record of all incidents and risk reports while upholding confidentiality and Chemonics information sharing protocols. Report incidents to COP and SMU in accordance with established guidelines/policies.  
  • Develop and maintain project emergency contact lists, Emergency Action Plans, and as needed, building security risk assessments.  
  • Prepare weekly contextual updates about the project operating environment and share them with the project’s senior management team and donor as needed.   

 

F. Required Skills and Qualification 

  • A bachelor's degree in security management or a related major is preferred.  
  • Three years minimum relevant professional experience; five years preferred. 
  • Excellent communication and organization skills with demonstrated ability to work with diverse individuals and groups to serve as a major point of contact across multiple remote teams. 
  • Demonstrated experience in risk management including developing risk analysis, identifying risks and mitigations for similar projects in similar contexts.  
  • Strong understanding of the conflict and security situation in Myanmar and the Myanmar-Thai border area. Previous experience in Myanmar is preferred, but not required.
  • Experience and knowledge in collecting and analyzing data from different sources and forecast trends and events based on the analysis of data.   
  • Strong experience in establishing and maintaining incident identification and reporting mechanisms.  
  • Ability to work both independently and as part of a team. 
  • Demonstrated leadership, versatility, and integrity. 
  • Professional proficiency in English is required. Proficiency in Myanmar language is strongly preferred. Additional Thai language proficiency is preferred.
  • Work authorization in Thailand is required. 

 

G. Supervision and Reporting  

 

The RARM will report directly to the Chief of Party (COP). 

 

H. Location of Assignment 

This position is located in Mae Sot, Thailand, with regional travel as required. Other locations in Thailand may be considered on a case-by-case basis.
