Position Title: Project Accountant

Background :    The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia (RIMES) is an international and intergovernmental institution, owned and managed by its Member States, for the generation and application of early warning information. RIMES evolved from the efforts of countries in Africa and Asia, in the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning system within a multi-hazard framework for the generation and communication of early warning information, and capacity building for preparedness and response to trans-boundary hazards. RIMES was established on 30 April 2009, and was registered with the United Nations on 1 July 2009. RIMES operates from its regional early warning center located at the campus of the Asian Institute of Technology in Pathumthani, Thailand

Position Description: Human Resource and Administrative Assistant reporting to the Head-Operation Support Department implements human resource, and administration policies, procedures, and programs, ensuring adherence to RIMES staff and administration rules and regulations, in support of the operation of the RIMES regional facility, implementation of programs and projects, and of RIMES institutional processes.

Duty station :  RIMES Regional Facility, AIT Campus, 58 Moo 9 Paholyothin Rd., Klong 1, Klong                    Luang, Pathumthani 12120 Thailand.

Type of Contract : Full-Time Contract

Minimum Qualifications:

Knowledge

• At least Bachelor’s degree in accounting or business administration
• Knowledge of bookkeeping and generally accepted accounting principles

Experience

• At least 3 years of experience, preferably in a development organization environment
• Experience in word processing, spreadsheets, and accounting software

Skills and abilities

• Strong analytical, presentation, communication, and problem-solving skills
• Strong service orientation
• Good attention to detail
• Proficiency in spoken and written English language

Personal qualities

• Conscientious and efficient in meeting commitments, observing deadlines, and achieving results
• Takes ownership of all responsibilities of the position
• Excellent work ethic

Major Duties and Responsibilities:

The Project Accountant shall:

1. Contribute to the development of the project’s accounting system and manual
2. Assist in the selection of the most appropriate accounting software for the project
3. Review, process, and record payments to vendors, contractors, and consultants
4. Review and process staff time sheets, advance requests, and travel expense reports
5. Ensure that all payments made under the project are timely and according to contract terms and conditions as well as relevant Bank guidelines, regulations, legal agreements, and other applicable documents
6. File and archive accounting documentation
7. Undertake month-end and year-end closing of accounts
8. Perform monthly reconciliations of bank account balances with project accounts
1. Maintain an assets register for equipment bought using project funds
10. Support annual audit
11. Back up all financial data in separate secured database, with access only to authorized personnel
12. Perform any other relevant duties as required

Contract Duration:  The contract will initially be for one year and will be extended upon satisfactory completion of a six-month probationary term and each annual performance review.
