For the Thailand component of the global project “Introducing Measures, Pathways and Roadmaps for Optimizing Vehicle Efficiency and Electrification (IMPROVE)” we are currently looking for a Junior Advisor

 

Junior Advisor (IMPROVE)

 

The transport sector is responsible for around one-quarter of global energy-related greenhouse gas (GHG) emissions. Emissions are rising sharply, especially in road transport in non-OECD countries, due to a corresponding increase in the number of vehicles combined with insufficient regulatory restrictions: Only few countries have energy efficiency standards and sustainable alternative fuel strategies. Ambitious regulatory frameworks are therefore needed to curb transport emissions and foster the transition to electric mobility. The IMPORVE project seeks to address this gap in a targeted manner in Thailand, Colombia, Kenya, and Morocco. The project also contributes to the regional and global dissemination of lessons learned.

 

The development of Thailand’s transport sector is characterized by high and continuously rising car and motorcycle ownership across the Kingdom, particularly within cities and urban agglomerations. Higher dependency on private car use together with comparably low utilization of public transport lead to notoriously high congestion and prevalent negative externalities from mainly fossil fuel based urban mobility. Aged, high-polluting diesel vehicles are a major GHG emissions source and further contribute to 70% of ambient air pollution. Even though Thailand has several fuel efficiency and emission mitigation instruments in place or planned for implementation, EV promotion still needs to be underpinned or integrated into the existing regulative policy framework. Moreover, with the ambitious target of Nationally Determined Contributions (NDCs) announced at COP 26, Thailand will have to revise and further develop existing instruments and bring into action additional policies and measures to achieve the challenging targets. The IMPROVE project will provide technical assistance to support the preparation of ambitious regulations, taxation measures related to vehicles and fuels and advance the existing regulative framework to improve EV enhancement in Thailand.

 

The Junior Advisor (Transport) will be responsible for the following tasks:

  • Support and assist with the overall project implementation
  • Support the communication with project partners, political partners, universities, and the private sector
  • Contribute to preparation and implementation of consultation and advisory processes
  • Support the coordination of specific project activities, including progress reporting to donors
  • Support the coordination and management of consulting contracts and cooperation
  • Prepare official documents and inquiries, e.g., agenda, meeting minutes, invitations
  • Support the preparation of stakeholder meetings, both in terms of organization and content preparation
  • Support the development of Term of References (ToR) and the management of contracts with external experts, ensure timely service delivery and review deliverables provided by external experts
  • Support the preparation and facilitation of workshops, seminars, and trainings
  • Support the monitoring and reporting of project activities and contribute to knowledge management
  • Conduct research and analyses of official documents, e.g., laws, regulations, or technical papers
  • Contribute to the preparation of communication materials and support with the dissemination
  • Support coordination with other GIZ projects in Thailand and the region as well as initiatives of other implementing agencies or donors working in a similar field to foster synergies and collaboration
  • Perform other duties and tasks at the request of management within the project’s scope, e.g., technical engagement with stakeholders to some extent.

 

 

Required qualifications, competencies, and experience

  • Master’s degree related to at least one of the following fields: energy, transport, climate change, environment, or economics
  • Professional working experience in a similar position, ideally working on topics related to transport, energy, climate change is an advantage
  • Excellent communication skills and confidence to communicate with political partners and the private sector
  • Ability to quickly establish dependable working relationships within the own organization and with external counterparts
  • Independent and result-oriented working style with a strong team orientation
  • Experience in organizing and facilitating workshops, seminars, or trainings
  • Experience in working with Thai ministries, in public administration or in an international organization as well as knowledge of political and administrative processes is a strong advantage
  • Willingness to quickly develop an understanding of policies and technical matters relevant to the project; previous knowledge is an advantage
  • Very good presentation and communication skills
  • Proactive and positive attitude and ability to self-motivate
  • Interest and ability to work in a cross-cultural context and team
  • Readiness to travel within Thailand and in the region, subject to project requirements
  • Excellent command of Thai and English in writing and speaking; knowledge of German is an advantage.

 

Duty station and timeframe:

The position will be based in GIZ’s Project Office in Bangkok.

This will be a fixed-term contract, starting as soon as possible and running until 30 April 2026.
