Junior Advisor (IMPROVE)
The transport sector is responsible for around one-quarter of global energy-related greenhouse gas (GHG) emissions. Emissions are rising sharply, especially in road transport in non-OECD countries, due to a corresponding increase in the number of vehicles combined with insufficient regulatory restrictions: Only few countries have energy efficiency standards and sustainable alternative fuel strategies. Ambitious regulatory frameworks are therefore needed to curb transport emissions and foster the transition to electric mobility. The IMPORVE project seeks to address this gap in a targeted manner in Thailand, Colombia, Kenya, and Morocco. The project also contributes to the regional and global dissemination of lessons learned.
The development of Thailand’s transport sector is characterized by high and continuously rising car and motorcycle ownership across the Kingdom, particularly within cities and urban agglomerations. Higher dependency on private car use together with comparably low utilization of public transport lead to notoriously high congestion and prevalent negative externalities from mainly fossil fuel based urban mobility. Aged, high-polluting diesel vehicles are a major GHG emissions source and further contribute to 70% of ambient air pollution. Even though Thailand has several fuel efficiency and emission mitigation instruments in place or planned for implementation, EV promotion still needs to be underpinned or integrated into the existing regulative policy framework. Moreover, with the ambitious target of Nationally Determined Contributions (NDCs) announced at COP 26, Thailand will have to revise and further develop existing instruments and bring into action additional policies and measures to achieve the challenging targets. The IMPROVE project will provide technical assistance to support the preparation of ambitious regulations, taxation measures related to vehicles and fuels and advance the existing regulative framework to improve EV enhancement in Thailand.

The position will be based in GIZ’s Project Office in Bangkok.
This will be a fixed-term contract, starting as soon as possible and running until 30 April 2026.
