ACTED

Created in 1993, ACTED is an international non-governmental organization pursuing a dual mandate of emergency response and development interventions in 40 of some of the world’s most vulnerable countries affected by conflicts, disasters or socio-economic hardship. With a team of 7,000 national staff and 400 international staff, ACTED implements 500 projects a year to support more than 20 million beneficiaries, notably in hard-to-reach areas.

ACTED Thailand

ACTED has been present in Myanmar since 2012, with bases in Bangkok and Mae Hong Son. Through both emergency and longer-term resilience building programming in Thailand, ACTED seeks to work towards its global strategy of achieving a Zero Exclusion, Zero Carbon, Zero Poverty world.

ACTED’s work in Thailand has focussed on supporting sustainable livelihoods and economic development, through integrated vocational training opportunities and a package to support access to income generation. In additional, ACTED works with civil society partners to implement emergency assistance to regufees on the border area while building the capacity of these partners to respond to the needs of vunerable populations through tailored capacity development programs.

However, in line with ACTED’s belief that – even in a crisis setting – every individual should be supported to achieve their creative and economic potential, all the emergency assistance we deliver in Thailand is implemented with a view towards restoring self-reliance to affected communities, and supporting them towards long-term recovery, right from the start of a crisis.

 

Job Description

ACTED is looking for an assistant to set up and lead Monitoring, Evaluation, Accountability and Learning (MEAL) activities in Mae Hong Son in the fields of vocational training, protection, and emergency distributions. The assistant will be based in Mae Hong Son, with field trips to project locations on a frequent basis. The assistant supports the MEL team in implementation of appropriate and viable monitoring, evaluation, and learning systems that are in line with ACTED’s global procedures. A key challenge of this role will be the scaling up of activities in the organization, meaning that the assistant will have to work under tight deadlines and implement new policies and procedures, under the guidance of the remote MEL team.

 

Working Relations:

Under the authority of: MEL Manager (Bangkok)

Line management: Enumerators (Daily contract)

Internal relations: Project Managers/Officers, MEL Officers, MEL Intern

External relations: Beneficiaries, Implementing partners/Partner organizations

 

Key Roles and Responsibilities

  • Support the MEL Manager to implement MEL policies and procedures and make sure that the tools are followed as applicable.
  • Contribute to M&E data collection and reporting with all staff/partners through training and site visits.
  • Lead data collection activities (pre/post-tests, baseline and endline surveys, focus groups, interviews).
  • Ensure that data collection teams are organized, and logistics are prepared, and that they deliver as per field mission plans and according to data quality standards.
  • Conduct monitoring of activities through direct observation and remote monitoring, and report on this.
  • Contribute to organizing and facilitating learning events to capture best practices and lessons learnt.
  • Contribute to the implementation of the beneficiary Complaints and Response Mechanism (CRM).
  • Conduct CRM awareness sessions and manage the organization of CRM channels in the target areas.
  • Facilitate partner communication and information sharing to the area/capital/regional offices, such as monthly reports, data tracking, and database management.
  • Provide regular and timely updates on progress and challenges to supervisors and other team members.
  • Perform any other related activities as assigned by immediate supervisor.

 

Required Qualifications and Technical Expertise

Thai Nationality Only

Technical Skills

  • Bachelor's degree/certificate in relevant field (Social work, Development, Research, Monitoring and Evaluation)
  • Minimum one year of previous experience in Monitoring and Evaluation or data entry and data collection
  • Excellent command of computer packages such as Microsoft word, excel, and PowerPoint
  • Experience of using mobile data collection software such as KOBO or ODK
  • Preferred experience supporting local civil society organisations or NGOs
  • Fluent English language skill and fluent Thai language are required, Burmese language skill is an advantage

Personal Specifications

  • Excellent communication skills in dealing with beneficiaries, colleagues, and external partners
  • Excellent sensitivity and diplomatic skills in dealing with vulnerable people and commitment and sensitivity to gender equity and gender rights, and working with refugees
  • Willingness to go on field trips to locations in Mae Hong Son Province
  • Be pro-active, self-motivated, and able to organise work independently as well as be willing to work within a team
  • Flexible, reliable, and trustworthy
  • Independent worker who can be managed remotely
