Background of the project
The International Rescue Committee (IRC) Women’s Protection and Empowerment Program is the sole agency providing Gender Based Violence (GBV) prevention and response services for refugees in two camps of Mae Hong Son province: Ban Mai Nai Soi and Ban Mae Surin. IRC has been working in partnership with the Karenni National Women Organization (KNWO) to provide GBV prevention and response services for GBV survivors, accompanied children, women, girls and camp residents since the program inception in 2004. By 2014 IRC handed over GBV prevention and response fully to local partner KNWO. In 2019, to focus on women and girl’s empowerment, IRC WPE established Women and Girls Safe Space (WGSS) which one of standard objectives: generate conditions for women’s and girls’ empowerment. In 2020, IRC WPE piloted a three-month project of women leadership training in Ban Mai Nai Soi Camp. In 2022, the pilot was expanded to a Young Women’s Leadership Course which ran from May 17- February 14th, 2023. The course was coordinated with KNWO, Camp Committee and Ka-renni Refugee Committee. This Young Women Leadership Course is now in high demand from the Community. From the experience of piloting implemented of Young Women Leadership Course, there were needed to have standardize of curriculum and training-guide. the WPE Pro-gram is seeking an external consultant to write the young women’s leadership curriculum and training guide for facilitators to go alongside the curriculum. The young women leadership course will be implementing next project by year 2024 once the curriculum in place.
1. Scope of work
The consultant will write out the curriculum developed for the Young Women’s Leadership course and develop a training for facilitators to go alongside the curriculum and the language will be using in English. The Curriculum should be replicable in other contexts. The curriculum will be written by consultation with young women’s leadership’s graduated students in camps and the trainers, program managers, staff including WPE technical advisor and GEDI regional Asia Director, Senior Protection and Empowerment Coordinator, Deputy Programs Director, Women’s Protection and Empowerment Team from Thailand and Myanmar. For the curriculum, the consultant will adopt and reference some of relevant existing tools that were used during the implementation of young women leadership.

• Contextualized.
In terms of working space, the consultant requires to work independently. The consultant can work at the IRC’s office or work remotely.

Two (2) Months Period: The consultant must be submitting the first draft to IRC by the end of second month. |

One (1) Month Period: The Consultant must be submitting the final Curriculum and Training Guide to IRC by the end of contract.

Payment Rate and Schedule:
IRC may withhold for taxes 3%, as required by law and shall provide withholding certificates to the contractor.
Requirements:
• Strong expertise on research/study in compiling materials,
• Proven effective writing in English Language and experience developed curriculum or training guides for facilitators.
• At least five (5) years of experience working with humanitarian agency and working with women’s organizations.
• Experience working with refugee context and work with Community Based Organiza-tions (CBOs) or Civil Society Organizations (CSOs) staff.
• Strong understanding in Feminism contexts.
