Community Partners International (CPI) is a U.S. nonprofit organization dedicated to empowering vulnerable communities in Asia to meet their essential health, humanitarian and development needs. Founded by U.S. doctors in 1998, the organization has grown to serve more than one million people each year. Community Partners International focuses on helping communities affected by conflict, violence, and displacement, in remote and hard-to-reach contexts, and marginalized by poverty and exclusion.

Sr. MEL Manager will be leading the MEL team in Thailand focusing on monitoring, evaluation and learning under direct supervision of the Program Director and technical supervision of Deputy MEL director.

 

Primary Responsibilities

  • Support and maintain strategic directions of Community Partners International’s vision and steer the monitoring, evaluation and learning department.
  • Develop, review and update program indicators, monitoring and evaluation frameworks and plans to be in line with the National strategies, donor’s strategies and CPI strategies in collaboration with program team members.
  • Lead MEL team and ensure CPI and partners are applying CPI guidelines and procedures.
  • Coach and mentor the technical competency of CPI MEL team members for the data quality and integrity, and M&E system strengthening.
  • Oversight the MEL team’s performance in data verification, data analysis, log-frame preparation, and timely submission of project reports.
  • Provide MEL related technical inputs to program leads, and promote data-driven, and evidence-based decision-making processes.
  • Collaborate with HIS team for database and software development, surveillance, data collection (Both HMIS and LMIS), tele-communication, tele-consultation, e-learning platform development, user friendliness, and well-informed data visualizations.
  • Responsible for effective communication and engagement with relevant national and state/district level stakeholders, respective donor organizations, and implementing partners for various projects.
  • Maintain sound coordination mechanism with expertise from various departments and partner organizations.

 

Regular Responsibilities

  • Develop the annual and quarterly work plan of the MEL team and conduct the periodic review of the progress and coach for continuous improvement.
  • Develop the required training modules and user manual for both CPI and partners and provide technical guidance for better performance. 
  • Support Strategy & Quality team, and Program teams for program reviews, program evaluations, documentations, and development of program evaluation protocols and guidelines.
  • Lead the Data Quality Assurance process and provide guidance and related training to the MEL and program team.
  • Collaborate with Program teams and the Strategy & Quality team in the service quality assurance process.
  • Ensure accurate and timely notification to senior management team members for technically sound decision making and participate in regular communication with various donors.
  • Conduct any other tasks assigned by supervisor(s).

 

Evaluations, assessments, and learning

  • Lead and provide guidance on program evaluations, assessments and dissemination of results through review meetings and publishing report to promote the learning across the programs.
  • Support in designing both quantitative and qualitative survey, facilitate data collection and analysis to promote data driven learning process to make efficient program implementation.
  • Support in analysis as well as drafting of evaluation reports and learning briefs.
  • Work with research team to plan new research projects & support small research projects of other teams in CPI.
  • Develop ethic proposals for IRB as necessary.

 

Partner Support

  • Assess MEL capacity of CPI partner organizations and develop a plan for capacity building activities for them.
  • Provide technical assistance to partner organizations regarding evaluation, research and learning works.

 

Essential Skills

  • Master’s degree in public health/ epidemiology/ statistics/ evaluation/research or related field.
  • At least seven years of working experience focusing on Monitoring, Evaluation, and Learning in health, humanitarian or developmental programs.
  • Strong experience working in Monitoring and Evaluation with proven track records in managing or executing MEL systems for diverse humanitarian programs.
  • Strong experience in designing and implementing of quantitative and qualitative evaluation methodologies.
  • Proven good report writing skills, ability to present monitoring data and survey finding clearly.
  • Some proficiency in statistics and utilizing both quantitative and qualitative statistical software (Stata/SPSS/R and Atlas ti. / NVivo).
  • Fluent communication skills in both writing and speaking English.
  • Self-motivated and ability to work independently as well as being part of a team.
  • Highly organized and able to work to deadlines.
  • Confident and cooperative, even under pressure. Ability to quickly develop a strong understanding of the local cultural and political context and be able to motivate others and work successfully within these contexts.
