POSITION TITLE: Monitoring, Evaluation, and Learning (MEL) Specialist
Location: Bangkok

Reports to: Monitoring, Evaluation, and Learning Manager
POSITION SUMMARY:
Winrock International is seeking candidates for a MEL Specialist to monitor, collect, analyze and report data for the USDA Thailand Regional Agriculture Innovation Network (RAIN) project based in Bangkok, Thailand. The project will source, validate, and disseminate climate-smart innovations in rice, cassava, and fruits in Thailand.
ESSENTIAL RESPONSIBILITIES:
- Monitoring, Evaluation, and Learning System Development and Oversight:
- Work with MEL Manager and Winrock MIS expert to develop: mobile data collection forms in KoboToolbox using the Performance Monitoring Plan and Performance Indicator Reference Sheets to ensure reporting compliance and form logic/validations to reduce data entry errors; data flows and collection processes that are integrated into project implementation; data quality control and error resolution procedures; and PowerBI data visualization dashboards that are compliant with project reporting requirements and information needs.
- Support MEL Manager to train technical and partner staff on data flows and collection processes as well as use of mobile data collection forms and data visualization dashboards; solicits feedback from technical staff on data flows, collection processes, and data collection tools to ensure seamless integration of mobile data collection into project implementation.
- As necessary, conduct data collection via mobile forms or enter data into MIS from hard copy data collection forms.
- Data Management/Management Information System (MIS):
- Ensure routine monitoring and supporting documents are collected and entered to the MIS in a timely manner. Work with Microsoft Access to perform data quality control and error resolution procedures, such as check any checking for inconsistencies with project data (duplicate, missing or incorrect information), conducting data verification (sampling project data to verify accuracy), and making corrections as needed. Communicates data quality issues, challenges and questions to the MEL Manager or Winrock MIS expert (as needed) and helps to identify solutions.
- Works closely with the project staff to conduct regular and timely field visits to verify data quality and track data used in analyzing performance and documenting results, including visits to grantees.
- Use GPS to collect coordinates in the field when required..
- Learning:
- Support the MEL Manager in preparation of semi-annual and annual reports as well as other ad hoc reports when required, including analyzing data and updating the PMP as needed.

- Support the MEL Manager to update the MEL Plan, PMP, and other project MEL documentation.
- Support the MEL Manager to identify and document potential case study topics and lessons learned.
- Miscellaneous:
- Readiness to travel frequently primarily within Thailand.
- Other M&E related work assigned by the M&E team.
QUALIFICATIONS AND REQURIEMENTS:
Education: Bachelor’s in business, economics, statistics, development, agriculture, or related field
Experience: The ideal candidate will have the following experience:
- Minimum of four years of experience in M&E, preferably for USG-funded projects.
- Familiarity with M&E in agriculture, food security, or related sector preferred.
- Experience in performance measurement, indicator selection, data collection analysis and report in both quantitative and qualitative approach. Familiar with the conduct of Data Quality Assessment (DQA).
- Experience developing M&E plans and monitoring indicators utilizing results-based management, monitoring, and evaluation plans, setting and adjusting indicators and goals.
- Must work well in a team and have excellent oral and written English language skills; fluency in Thai is highly desired.
- Excellent knowledge of spreadsheets and database software (Microsoft Excel, Microsoft Access, or other similar programs) required.
