IRC Summary:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devas-tated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides essential services to displaced persons in Tak, Kanchanaburi, Ratcha-buri and Mae Hong Son provinces. Assistance programs encompass health, education, institu-tional capacity building, gender-based violence prevention, water and sanitation, income gen-eration, advocacy, protection, legal assistance, and resettlement program.
Background
In 2020, IRC WPE piloted a three-month project of women leadership training in Ban Mai Nai Soi Camp. In 2022, the pilot was expanded to a Young Women’s Leadership Course which ran from May 17- February 14th, 2023. The course was coordinated with KNWO, Camp Committee and Karenni Refugee Committee. This Young Women Leadership Course is now in high demand from the Community. From the experience of piloting implemented of Young Women Leadership Course, there were needed to have standardize of curriculum and training-guide. the WPE Program is seeking an external consultant to write the young wom-en’s leadership curriculum and training guide for facilitators to go alongside the curriculum.
The purpose of this short-term consultancy is to develop Young Women Leadership Curricu-lum and training guideline. To this end, the consultancy is expected to compete:
1) Completion of Young Women Leadership curriculum
2) Completion of facilitator guideline
The key working relationship for the consultant will be with IRC Senior Women Protection and Empowerment Program Manager in IRC Mae Hong Son, Thailand.
The outcome of this work will also inform to IRC WPE-Technical Advisor, IRC’s Regional Gender Equality Diversity and Inclusion Director-Asia, Senior Protection and Empowerment Coordinator, and Senior Protection and Empowerment program manager based in Mae Hong Son.
Scope of work
The consultancy expects to develop curriculum based on existing training materials of IRC. Present approach, methodology and work plan against time period of the consultant. The con-sultancy will write out the curriculum for the Young Women’s Leadership course and develop a training guide for facilitators to go alongside the curriculum and the language will be using in English Contextualized. In terms of working space, the consultant requires to work inde-pendently. The consultant can work at the IRC’s office or work remotely. The Curriculum should be replicable in other contexts.
Objective of the Assignment:
The objective of the assignment is to develop the curriculum for the Young Women’s Leader-ship course (with 12 core topics) and a training guide for facilitators to go alongside the cur-riculum and the language will be using in English:

1. Payment Rate and Schedule:
IRC will afford the payment of when the external consultant has signed agreement with IRC as following schedule. IRC may withhold for taxes 3%, as required by law and shall provide withholding certificates to the contractor.
• 20% of consultant fee be paid after 15 days after signing contract and upon receiving invoice from the consultant.
• 30% of the consultant fee be paid after submitting draft version of Young Women Leadership Curriculum and Training guide by the end of second Month. The consultant fee be paid in the first week of the Month after submission of the documents to IRC.
• 50% of the consultant fee be paid on completion of final version of Young Women Leadership curriculum and Training guide for facilitators to go alongside the curriculum with IRC satisfaction by the end of third Month. The consultant fee be paid in the first week of the Month after submission of the documents to IRC.
2. Requirements:
• Strong expertise on research/study in compiling materials,
• Proven effective writing skills in English Language and experience developed curricu-lum or training guides for facilitators.
• At least five (5) years of experience working with humanitarian agency and working with women’s organizations.
• Experience working with refugee context and work with Community Based Organiza-tions (CBOs) or Civil Society Organizations (CSOs) staff.
• Strong knowledge of key Feminism contexts.
• Good virtual presentation skills.
Timeline:
The consultancy will be completed in Three months starting from date of agreement signing. The consultant will provide breakdown for their Level of Efforts (LoEs).
