Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

This position is located in the Country Cluster Delegation Bangkok which covers Cambodia, Lao PDR, Thailand and Viet Nam, however, many parts of the role cover the entire Asia Pacific region. 

Job Purpose

Reporting to the Disaster Law Coordinator, the Senior Assistant, Disaster Law/Humanitarian Diplomacy will contribute to implementing the regional strategy on disaster law as well as the CCD Bangkok’s IFRC humanitarian diplomacy policy.

Job Duties and Responsibilities

Disaster Law - Under the guidance of the Asia Pacific Disaster Law Coordinator:

  • Assist to implement the relevant disaster law /auxiliary role/ legislative advocacy components of the IFRC Plan and Budget 2021 – 2025 and the Global Disaster Law Strategy;

  • Assist in writing reports on disaster law, including on thematic areas of auxiliary role and Red Cross Red Crescent legal base, and other key legislative advocacy issues to National Societies, governments and other key partners;

  • Assist to deliver capacity enhancement initiatives on disaster law, auxiliary role and legislative advocacy, including organising workshops, trainings, seminars and webinars;

  • Assist in relevant research projects to support evidenced based advocacy and communications;

  • Assist in the technical legal drafting of relevant disaster law provisions and documents as necessary;

  • Assist in the reporting and communications on relevant disaster law initiatives.

Humanitarian Diplomacy - Under the guidance of the CCD Support Services and Partnerships Coordinator:

  • Assist in the implementation of humanitarian diplomacy projects;

  • Assist in providing written reports on the humanitarian environment in the region, as well as targeted research on issues of interest for the IFRC;

  • Maintain a comprehensive and up to date stakeholder database;

  • Assist in the logistics for external speaking opportunities for IFRC representatives including at the highest level;

  • Assist in the preparation and attend conferences, seminars, events and meetings, which may involve research work, speech-writing, speaking points, reporting and follow-up;

  • Other duties as assigned.

Confidentiality

  • Maintain strict moral confidentiality and do not disclose neither spread any confidential or sensitive information.

  • Organize archives of all reports and documents and treat them as confidential material.

Job requirement

Education

  • Bachelor Degree or equivalent in Law, Political Science, International Relations or related field (required)

  • Degree or advanced training in disaster risk management (preferred)

Experience

  • 3 years’ experience in international relations, humanitarian affairs, human security, human rights and/or international humanitarian law (Required)

  • Experience in the RCRC Movement (Preferred)

  • Experience working with the Government and law, policy or parliamentary processes (Preferred)

  • Experience in organizing workshops, event, meetings (preferred)

Knowledge, Skills and Languages

  • Excellent analytical skills (Required)

  • Excellent communication, representation, and networking skills (required)

  • Excellent organizational abilities, sense of initiative and setting priorities (required)

  • Ability to work within a multi-cultural, multilingual, multidisciplinary environment (required)

  • Proper computer literacy (required)

  • Previous experience with an international organization (preferred)

  • Fluency in English (spoken and written) (required)

  • Good command of another IFRC official language (French, Spanish or Arabic) (preferred)

Remarks

  • Grade 5: Salary range THB 43,667 - 53,373

  • Only Thai or foreigner who has working visa can apply

  • Duty station: Bangkok, Thailand
