Enhancing Climate Resilience in Thailand through Effective Water Management and Sustainable Agriculture (ECR-WMSA)
In the past years, GIZ´s focus in Thailand has strongly shifted towards the thematic area of climate change. Enhancing Climate Resilience in Thailand through Effective Water Management and Sustainable Agriculture (ECR-WMSA) project, funded by the Green Climate Fund (GCF), combines three main components; 1) improved climate information and cross sectoral coordination; 2) improved water management by Ecosystem-based Adaptation (EbA) measures; and 3) reduced volatility of agriculture livelihoods, to offer a holistic approach for enhancing climate resilience in Thailand.
Among three components, to adapt water management in the Yom and Nan river basins in response to climate change induced extreme weather events (droughts and floods), the work package on Complementing of grey infrastructure with EbA measures and Integration of EbA approaches into water management policy and planning is commissioned to GIZ by United Nations Development Program (UNDP) to support the Royal Irrigation Department (RID) and local communities in 1) capacity building on EbA framework and approach, 2) identifying and implementing EbA measures to complement the planned grey infrastructure, and 3) integrating EbA measures into water management policy and planning.
We are looking for a Community Development Advisor based in Phitsanulok:
Main Role:
The role of the Community Development Advisor is to closely work alongside local government entities and communities in the Yom and Nan River Basin to ensure their cooperation in implementation of the project workplan and priorities with well-informed and transparent planning and decision-making processes.
Major Functions/Duties:
Under the direct supervision of the Project Director/Manager and as a member of the project team, the incumbent will:
- Apply a broad range of community development and multi-stakeholder engagement processes and practices to build relationships with relevant stakeholders, including respective local governmental authorities, local communities, the River Basin Committee (RBC) Secretariat and its members, academia, NGOs, and private sector;
- Coordinate with local government entities and community groups to timely implement the project workplan and planned activities at the river basin scale for achieving the objective of the project, i.e. a comprehensive capacity development program and strategy, a joint conduct of required assessments and studies, and an implementation of EbA measures;
- Act as a resource person (facilitator/moderator) in the trainings or workshops organized for the communities and other partners in the region and support capacity building measures to key stakeholders as needed;
- Support the organization of meetings on national and sub-national levels by identifying, mobilising and preparing relevant participants for their participation in events;
- Monitor current and emerging the sub-national (development) plans to ensure an alignment of planned activities with government activities in terms of Integrated Water Resource Management (IWRM) and Climate Change Adaptation (CCA) at the river basin scale;
- Work closely with contracted third parties in carrying out specific activities during their field missions in the project sites like vulnerability and risk assessments and (economic) feasibility studies, guide and document site visits and organize special events as required by the project;
- Support the identification, monitoring and evaluation of project progress based on the indicators;
- Assist the promotion of the project through the development of stories, articles and other PR activities;
- Any other duty as required by supervisors
Competency Requirements:
The following knowledge and skills are required to be demonstrated and utilised:
- High level liaison and relationship building skills to establish and maintain networks and facilitate cooperation;
- Demonstrated knowledge of community mobilisation principles and practices and ability to navigate complex political and social structures;
- Demonstrated knowledge on linkages between national and sub-national planning and budgeting processes preferably in the water sector
- Demonstrated work experience as facilitator and/or moderator in the trainings or workshops;
- Recognized expertise in field of water resource management, integrated river basin management, climate change adaptation and/or on eco-system based adaptation is an advantage;
- Proven ability to work independently and as part of a team, to manage own time, set priorities, plan and organize work to meet timelines;
- Excellent communication and networking skills: Demonstrated good interpersonal skills in communication and facilitating meetings and workshops;
- Verbal and written communication skills with the ability to prepare reports and presentations in Thai and English
Professional Qualifications:
- Degree in an area related to social science, or public administration, development studies, and other related fields;
- At least 5 years of professional working experience in a similar position in the field of development cooperation at local, sub-national and national levels;
- Demonstrated track record in building collaborative partnerships amongst public and private sectors and members of the community to achieve objectives and initiate change processes;
- Substantial experience in local government settings, planning community engagement activities and facilitating local stakeholder’s input to project workplan and activities;
- Experiences in designing and managing training & capacity development measures in sustainable development and cooperation context;
- Conceptual thinking skills and able to structure and communicate ideas effectively;
- Good working knowledge of ITRC technologies and computer applications (MS Office).
Duty station, Timeframe and Reporting Relationship:
The Community Development Advisor (CDA) holds duty station in Phitsanulok, Thailand. The CDA is supposed to start on 1st October 2023 with an initial contract period up to 31st May 2025. The CDA reports directly to the Project Director/Manager.
