Background/IRC Summary:

The Resettlement Support Center Asia (RSC Asia), funded by the US State Department Bureau of Population, Refugees, and Migration (PRM), assists persons throughout Asia seeking permanent resettlement in the United States. Responsible for a portfolio of 37 countries, RSC Asia: prepares refugee applications for the United States Refugee Admissions Program (USRAP) using START (a State Department–managed data system that supports the arrival and resettlement of refugees through technology); provides information to resettlement agencies about arriving refugees and offers cultural orientation training to refugees bound for the United States. RSC Asia is based in Bangkok, Thailand, with a sub-office in Kuala Lumpur, Malaysia.

 

Job Overview/Summary:


The Senior Training Manager is responsible for planning and implementing RSC Asia trainings in coordination with the CO and Training Coordinator. This position will deliver trainings, remote and in person, to staff in Malaysia, Thailand, and Bangladesh based on annual training survey results. This position will be responsible for creating interactive and engaging training content based on key adult learning principles, using a student-centered approach. This position regularly identifies and disseminates upcoming relevant training opportunities for RSC Asia staff. This position supports the development and updating of Information Campaign materials for the RSC Asia in close collaboration with all offices. The Sr. Training Manager works closely with all department management and reports to the CO and Training Coordinator.  This position is based in Bangkok.

 

Major Responsibilities:



Staff Training:


•  In collaboration with leadership, set a vision for RSC Asia staff training and development
•  Directly provide trainings virtually and in-person, identify internal or external individuals to conduct trainings, and work closely with anyone identified to ensure the content is engaging, student-centered, and follows adult-learning principles.
•  Conduct trainings for staff on how to conduct their own effective and interactive trainings. 
•  Design and develop training curriculum using appropriate instructional development methods.
•  Collaborate with RSC Asia management on learning experience design. 
• This position collaborates with all departments across RSC Asia to identify salient training topics, arrange training logistics, and offer training templates and recommendations. 
•  Identify and implement educational technologies to support training approaches.
•  Develop and conduct training evaluations to assess effectiveness and efficacy.



Information Campaign:


•  Work with relevant RSC Asia teams in Thailand, Malaysia and Bangladesh, and the CO & Training Coordinator to develop and update messaging for the Information Campaign in all RSC Asia locations, as needed. 
•  Coordinate with RSC SMT, PRM, RMA, UNHCR, and others to ensure all Information Campaign messaging is aligned with current policies and practices.
•  Ensure messaging is relevant to each location.




Admin:


• Maintain record of all completed trainings for RSC Asia, inclusive of compulsory and non-compulsory trainings and completed certificates; and, communicate with the CO and Training Coordinator and the Integrity and Compliance Coordinator about completion rates. 
• Analyze and report on staff surveys and training evaluations, ensuring that actionable feedback is incorporated into subsequent resources and training sessions
• Ensure that all related training resources are stored, organized, and accessible
• Prepare relevant information for donor and internal reporting as it relates to training.
• Coordinate and implement a portfolio of peer learning initiatives (including the About RAI webinar series, the Learning Collaborative, and Communities of Practice).
• Assist in preparing annual reports for submission to the CO and Training Coordinator;
• Identify training needs among RSC Asia user groups and/or offices through analysis of annual training survey/support requests and propose follow-up training recommendations to stakeholders. 



Other:


•  Communicate and work effectively and cooperatively with partner agencies including the UNHCR, IOM, the Regional Refugee Coordinator’s office, CORE, and PRM;
•  Maintain a current understanding of the overall U.S. Refugee Admissions Program, resettlement issues;
•  Maintain close contact with the CO and Training Coordinator;
•  Perform other duties as assigned.

Other Internal and/or external contacts:
Internal:  RSC Cultural Orientation, Case Processing, Casework teams, and Program Support teams; RSC SMT and Management, Integrity and Compliance
External:  USRAP partners including IOM, UNHCR, Regional Refugee Coordinator’s office, CORE, PRM

 

Qualifications

 

 

Job Requirements:



Education: University degree in instructional design, education, or other relevant field or equivalent professional experience;



Work Experience:


•  Minimum five years of experience developing and implementing training, technical assistance, capacity-building, or education programs;
•  At least three years of experience in teaching/training adults in a multi-cultural environment required;
•  Proven ability in developing and tailoring training curricula and templates required; 
•  Experience developing innovative virtual multimedia trainings, such as webinars, online courses, self-paced e-learning, etc.;
•  Experience with creating and editing communications for low-literacy populations preferred;
•  Experience with Adobe Illustrator or similar editing software preferred;
•  Work experience in refugee resettlement processing is highly preferred; 



Demonstrated Skills and Competencies:


•  Deep understanding of instruction design principles (including adult learning theory);
•  Excellent interpersonal skills; ability to work effectively with colleagues, partners, and clients in a cross-cultural, multi-disciplinary environment;
•  Public speaking and workshop facilitation skills;
•  Solid organizational skills with the ability to juggle multiple tasks, work independently, detail-oriented, set priorities, effectively manage time and staff, and meet deadlines;
•  Proficiency in database management, Microsoft Office programs (Word, Excel, PowerPoint, and Outlook), and Google Suite;
•  Familiarity with START an advantage;
•  Flexibility and the ability to work well under pressure in a fast-paced team environment;
•  Willingness and ability to travel both domestically and regionally.



Language Skills:  Excellent spoken and written English; working knowledge of Thai, Malay, and/or Bengali an advantage.



Working Environment: The position is located in Bangkok, Thailand. While primarily operating in a standard office work environment, the position does require domestic and international travel deliver staff trainings. A valid passport and the ability to acquire visas, as necessary, is a requirement.
