POSITION DESCRIPTION

 

TITLE:                               Short-Term Consultant for shelter visit program/activity

DATES:                            September to October 2023

DURATION:                    Up to 8 days

 

1. Background and purpose:

The USAID Laos Counter-Trafficking in Persons (CTIP) Project focuses on reducing vulnerability to human trafficking among vulnerable and disadvantaged people and survivors of human trafficking through three areas, namely partnerships, prevention, and protection. Supporting the Government of Laos (GOL) in the areas of victim identification, victim support, reintegration, and coordination of case management is a key element of CTIP protection work. As part of our victim support work, Laos CTIP plans to take shelter staff from government and development partners to visit Thai shelters as a learning activity on case management, reintegration, and case follow up. The exchange program will also visit shelter-run social enterprises (if feasible),  its linkages with One Tambon One Product (OTOP) initiative (if feasible) and/or successful social enterprise model in Thailand to gain expertise on shelter sustainability best practices.

Laos CTIP is seeking a consultant who can provide coordination between Thai government—particularly Ministry of Social Development and Human Security who operates and supervises Thai shelters, NGO-run shelters, including those that integrate social enterprise and relevant stakeholders for OTOP in Thailand. The consultant agreement is in conjunction with Thai CTIP.  The current locations of the visit is Cheng Mai and/or Cheng Rai, but Laos CTIP is open to suggestions of the consultant, if s/he has ideas.

 

2. Scope of Work

Under the supervision of the Laos Protection and Services Specialist (PSS), the consultant will smoothly coordinate between Thai government shelters and/or NGO-run (open) shelters, or shelters that have social enterprises, OTOP run by women’s groups.

  1. Review and provide comments/suggestions on the shelter visit program, including recommendations on shelters and sites to visit including shelter-operated or non-shelter affiliated social enterprises, and OTOP women’s group. 
  2. Coordinate between the Thai government, shelters, shelter run/no-shelter operated social enterprises, OTOP, and Laos CTIP for the duration of the mission. This will include confirming the meeting appointments, developing/revising the detailed work plan while calculating the distance for travels. Consultant will also prepare a brief information for the shelter/organization, so that participants have basic information.
  3. Facilitate and support logistics arrangement, such as accommodation and transportation during the shelter visit in collaboration with the Laos CTIP team to support smooth signing of agreement on logistics.
  4. Lead, facilitate, and moderate exchange discussions between Lao CTIP’s delegates and Thai shelters.
  5. If applicable, organize one stop services for migrant workers, or victim support offices.

 

3. Deliverables

  1. Provide inputs and recommendations to the shelter visit TOR, and suggest possible shelters to visit as necessary.
  2. Develop or revise the detailed travel plan/agenda for the visit for the entire period.
  3. Smooth coordination between Thai government shelters, NGO-operated shelters, other relevant organizations/stakeholders, and logistics related companies in all aspects of the shelter visit and Laos CTIP.

 

4. Timelines – The actual shelter visit will take place during 23-27 October 2023 in Chaing Mai, Thailand.

5. Qualifications

  • At least has 3-5 years experiences in coordination between government and development partners in Lao, Thai.
  • Ability to coordinate with Thai government (particularly Ministry of Social Development and Human Security) in arranging the cross-border shelter visit.
  • Knowing and being able to suggest where the best shelter is to visit in Chiang Mai or Chiang Rai based on the SOW.
  • Able to coordinate between Thai government, shelter, Laos CTIP ensuring the cross-border shelter visit goes smoothly.
  • Able to suggest where is the best OTOP run by women to visit.
  • Able to join the shelter visit for logistic arrangement.
  • Able to work independently and has solution orientated abilities and able to handle pressure.

 

6. Terms of payment

The payment will be made when consultant successfully  completed the deliverables above and timesheet and invoice were submitted to Laos CTIP. Laos CTIP will pay in USD as per the agreed terms.

 

7. Duration and start/end dates
