TITLE: Short-Term Consultant for shelter visit program/activity

1. Background and purpose:
The USAID Laos Counter-Trafficking in Persons (CTIP) Project focuses on reducing vulnerability to human trafficking among vulnerable and disadvantaged people and survivors of human trafficking through three areas, namely partnerships, prevention, and protection. Supporting the Government of Laos (GOL) in the areas of victim identification, victim support, reintegration, and coordination of case management is a key element of CTIP protection work. As part of our victim support work, Laos CTIP plans to take shelter staff from government and development partners to visit Thai shelters as a learning activity on case management, reintegration, and case follow up. The exchange program will also visit shelter-run social enterprises (if feasible), its linkages with One Tambon One Product (OTOP) initiative (if feasible) and/or successful social enterprise model in Thailand to gain expertise on shelter sustainability best practices.
Laos CTIP is seeking a consultant who can provide coordination between Thai government—particularly Ministry of Social Development and Human Security who operates and supervises Thai shelters, NGO-run shelters, including those that integrate social enterprise and relevant stakeholders for OTOP in Thailand. The consultant agreement is in conjunction with Thai CTIP. The current locations of the visit is Cheng Mai and/or Cheng Rai, but Laos CTIP is open to suggestions of the consultant, if s/he has ideas.
2. Scope of Work
Under the supervision of the Laos Protection and Services Specialist (PSS), the consultant will smoothly coordinate between Thai government shelters and/or NGO-run (open) shelters, or shelters that have social enterprises, OTOP run by women’s groups.

5. Qualifications
6. Terms of payment
The payment will be made when consultant successfully completed the deliverables above and timesheet and invoice were submitted to Laos CTIP. Laos CTIP will pay in USD as per the agreed terms.
7. Duration and start/end dates
